Senior Project Manager - Capital Construction (Public Sector)

Position Summary
We are seeking an experienced Construction Project Manager to act as an Owner's Representative overseeing a portfolio of high-visibility, public-sector capital construction projects. In this role, you will lead full life-cycle project management-from early planning and design through procurement, construction, and final facility turnover.
You will manage multiple concurrent projects (typically exceeding $7.5M in value), ensuring deliverables are completed safely, on schedule, within budget, and in strict compliance with public agency standards.
Key Responsibilities
- Full Life-Cycle Project Management: Lead capital projects from initiation through closeout, including developing Project Management Plans, managing scopes, tracking schedules, and overseeing budget forecasts.
- Design & Procurement Support: Review design packages and specifications for constructability, assist with scope definition, evaluate technical proposals, and manage permitting requirements.
- On-Site Field Management: Conduct regular on-site visits to monitor construction progress, track safety compliance, verify quality control, and document field conditions.
- Contract Administration: Review, analyze, and provide formal recommendations on pay applications, field submittals, RFIs, and proposed change orders for cost and schedule impacts.
- Stakeholder & Community Coordination: Serve as the primary liaison between executive leadership, design teams, contractors, local utility entities, and community stakeholders. Conduct project updates and support community engagement meetings.
- Risk & Budget Oversight: Maintain active risk registers, track project commitments/expenditures, provide monthly variance analyses, and proactively identify delay mitigation strategies.
- Project Closeout & Turnover: Coordinate final punch list inspections, manage commissioning efforts, and ensure complete turnover of audit-ready project records, O&M manuals, and warranty documentation.
Required Qualifications & Experience
- Experience: 4 to 7 years of experience in organizing, managing, and overseeing the full life cycle of building construction projects with budgets exceeding $7.5M.
- Public Sector / Municipal Background: Proven track record managing capital, public sector, or municipal infrastructure projects.
- Multi-Project Management: Demonstrated ability to manage multiple concurrent capital construction projects across varying phases.
- Technical Mastery: Deep knowledge of construction scheduling, cost control, permitting, contract administration, and public agency compliance.
- Communication: Exceptional written and verbal communication skills, with experience facilitating meetings across multi-disciplinary teams and public stakeholders.
Preferred Qualifications
- Certifications: Project Management Professional (PMP) or equivalent professional credential.
- Software: Proficiency with standard enterprise project management and document control systems.
Performance Expectation & Deliverables
- Response & Escalation: Must respond to inquiries within 24 hours/1 business day and escalates critical risks or safety concerns immediately.
- Key Deliverables: Weekly progress updates, monthly financial/forecasting reports, updated master schedules, change order evaluations, and complete facility turnover packages.
