Job summary

Delaware Nation Industries seeks a Construction Project Manager to plan and oversee diverse construction projects from start to finish. You will hire subcontractors, coordinate with engineers and architects, and monitor budget and schedule.

The role requires leadership, strong organization, and ability to multitask to meet deadlines and remain under budget. Responsibilities include contract administration, risk management, RFI/submittal control, and client liaison.

Qualifications

  • Bachelor's degree in Building Construction, Construction Management, Engineering, Architecture, or related field.
  • 8+ years of progressively responsible construction project management experience, including at least 3 years managing federal projects.
  • Working knowledge of FAR requirements and federal construction contracting procedures.
  • Familiarity with USACE EM 385-1-1 Safety and Health Requirements.
  • Ability to read construction drawings and documents.
  • Proficient with Microsoft Office, Outlook, and SharePoint; skilled with Acrobat/Bluebeam.
  • Knowledge of Primavera P6, AutoCAD, USACE RMS, and RS Means.
  • Leadership, budgeting, scheduling, cost control, and contract administration.

Responsibilities

  • Lead project teams including Superintendents, QC Managers, SSHOs, and subcontractors.
  • Oversee budget, schedule, procurement, and change orders to meet objectives.
  • Administer contracts and subcontracts per FAR and company procedures.
  • Prepare and review RFIs, submittals, and project documentation.
  • Coordinate safety plans and risk assessments throughout the lifecycle.
  • Monitor quality, safety metrics, and corrective actions.
  • Drive active communication among stakeholders and clients.
  • Manage project closeout, punch lists, warranties, and final billing.

Job description

The Construction Project Manager is responsible for planning and oversight of a wide variety of construction projects from beginning to end. The duties include hiring subcontractors and working with engineers and architects as needed and tracking all aspects of a project including budget and schedule. The ideal applicant will be highly organized, with the ability to plan and multitask in order to meet deadlines and keep projects under budget.

Essential Functions:
Project Leadership:
  • Act as a liaison between DNI and the client. Maintain positive client relationships through proactive communication and responsiveness.
  • Address client concerns and develop resolution in a timely manner.
  • Provide leadership and direction to Superintendents, Quality Control (QC) Managers, Site Safety and Health Officers (SSHO), subcontractors, suppliers, and project support personnel.
  • Establish project objectives, priorities, and performance expectations
  • Foster a culture of accountability, collaborations, safety, and continuous improvement.
  • Mentor and support the professional development of project team members.
Preconstruction Responsibilities:
  • Participation in project handoff meetings from estimating/ business development.
  • Review contracts documents, plans, specifications, and scope requirements prior to project commencement
  • Develop project execution plans, procurement schedules, and risk mitigation strategies
  • Evaluate subcontractor qualifications, proposals, and pricing
  • Assist with subcontractor buyout and procurement activities
Contract Administration:
  • Administer contracts and subcontract agreements in accordance with FAR, project specifications, and company procedures
  • Review subcontract agreements for compliance and scope coverage
  • Manage Requests for Information (RFIs), submittals, contract correspondence, and project documentation.
  • Facilitate project meetings and drive accountability for assigned action items.
  • Foster collaboration and communication among all stakeholders
  • Ensure accurate and timely maintenance of project records, correspondence, meeting minutes, schedules, submittals, RFIs, and change order logs. Maintain project documentation in accordance with contract requirements and company procedures
Construction Project Team Oversight:
  • Coordinate with Superintendents, QC Managers, and SSHO’s to ensure compliance with contract requirements.
  • Monitor project quality standards and corrective action implementation
  • Review quality control reports and inspection results.
  • Review safety performance metrics, incident reports, and corrective actions.
  • Participate in safety planning and risk assessments through the project life cycle.
Financial Management:
  • Maintain responsibility for project profitability and financial performance
  • Review and approve subcontractor invoices
  • Develop cost projections and forecasts
  • Monitor committed costs, actual costs, and estimate-at-completion reporting
  • Identify potential cost overruns and implement corrective actions.
Schedule Control:
  • Develop, review, and maintain Critical Path Method schedules utilizing Primavera P6 or similar scheduling software.
  • Analyze schedule variances and implement recovery plans when required
  • Coordinate schedule updates with project site personnel and subcontractors
  • Evaluate project impacts resulting from delays and changes.
  • Manage long-lead procurement items and material delivery schedules
  • Coordinate vendor activities to maintain project progress.
Change Order Management:
  • Identify, document, price, negotiate, and execute contract modifications and change orders.
  • Evaluate subcontractor change requests and negotiate fair pricing.
  • Maintain change order logs and ensure timely client notification and approval.
Risk Management:
  • Identify and mitigate project risks related to scope, schedule, budget, safety, procurement, and labor availability
  • Develop contingency plans to minimize project impacts
  • Escalate critical project issues to executive leadership
Project Closeout Management:
  • Manage project closeout activities including punch list completion, warranty documentation, as-built drawings, operation and maintenance manuals, and final billing.
  • Obtain final project acceptance and closeout approvals from clients.

  • Proficient in Microsoft Office and general computer software (especially Excel, Outlook, and SharePoint).
  • Proficiency in Adobe Acrobat, Bluebeam Revu, and Critical Path Management tools.
  • Demonstrated knowledge of construction, engineering, and architecture principles
  • Ability to budget, schedule, negotiate, and control costs.
  • High degree of familiarity with contract and subcontract documents, terms, and conditions.
  • Strong leadership and management skills.
  • USACE, FAA, Air Force and/or US Army Department of Public Works experience.
  • Experience supporting multiple Federal/military RFP proposals & estimates and active projects concurrently.
Preferred Education and Experience:
  • Knowledge of Primavera P6, AutoCAD, USACE RMS, Kahua PM and RS Means Online Costing Software.
  • General Contractor License or a Construction Management Certification such as the Certified Construction Manager (CCM) from the Construction Management Association of America (CMAA)
  • Specific state-level licenses may be required depending on the project location and scope.
  • Desired Certifications include: USACE QCM Certification; Certified Safety Professional, 24-Hour Fall Protection Certification, First Aid/ CPR Certification, Primavera P6 Training Certification, Project Management Professional Certification, Competent Person Training Certification.
Supervisory Responsibility:

Functional leadership over Superintendents, QC Managers, SSHOs, subcontractors, and project teams.

Work Environment & Physical Demands:

This role must have the ability to visit and walk active construction sites, climb ladders, often on uneven terrain, and access various areas of construction projects. Additionally, the individual must be able to travel frequently to various project locations across the United States.

Position Type and Expected Hours of Work:

This is a full-time exempt position; typical work hours and days are Monday through Friday, 8:00 a.m. to 5:00 p.m., overtime may be required occasionally.

Travel:

15-25% travel is anticipated.
