Job summary

Validation & Engineering Group, Inc. seeks a senior Construction Project Manager to lead a cogeneration project inside a regulated manufacturing environment from design through startup.

You will coordinate 30+ onsite personnel, manage safety, quality, cost, and schedule, and communicate with contractors, vendors, and operations to ensure compliant handover to the Utilities team.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, or a related field preferred.
• 15+ years of experience in industrial construction project management, preferably with utilities or cogeneration projects.
• Proven ability to lead multi-disciplinary teams and manage large site crews (30+ onsite).
• Strong knowledge of construction safety standards, compliance, and GMP requirements.
• Experience managing budgets, change orders, procurement, and contractor coordination.

Responsibilities

• Lead construction activities for the cogeneration plant and oversee Energy Building and Gas Station scope.
• Manage execution from design through construction, commissioning, and startup.
• Serve as primary point of contact for project managers, construction managers, contractors, vendors, and stakeholders.
• Coordinate activities across contractors, engineering, operations, and vendors.
• Develop and maintain project cost estimates and cash-flow forecasts.
• Track costs, commitments, and construction activities; justify change orders.
• Develop, own, and maintain the project Gantt schedule; provide monthly progress reports.
• Ensure safety, quality, and compliance across all construction activities; manage RFI processes.

• Construction Project Manager

We are seeking an experienced Construction Project Manager to support the construction, commissioning, startup, and handover of a cogeneration project within a regulated manufacturing environment.

The selected professional will lead project execution across the Energy Building and Gas Station scope, coordinating contractors, engineering, operations, vendors, cost, schedule, procurement, safety, quality, and project documentation through completion.

Key Responsibilities

Project Management & Execution

• Lead construction activities for the cogeneration plant, including the Energy Building and Gas Station scope.
• Manage execution from design through construction, commissioning, and startup.
• Serve as the primary point of contact for project managers, construction managers, contractors, vendors, and key stakeholders.
• Coordinate activities across contractors, engineering, operations, and vendors.

Budget & Cost Control

• Prepare project cost estimates and monthly/annual cash-flow forecasts.
• Track project costs, commitments, and construction activities.
• Provide cost analysis and justification for change orders.
• Support capital funding requests and Request for Approval (RFA) documentation.

Scheduling & Reporting

• Develop, own, and maintain the project Gantt schedule.
• Provide monthly schedule updates and project progress reporting.
• Identify schedule risks and implement recovery plans when required.

Contractor & Procurement Management

• Manage contractors and subcontractors to ensure compliance with safety, quality, and schedule requirements.
• Manage construction teams with 30+ onsite personnel.
• Coordinate formal bidding processes and procurement documentation.
• Participate in contractor bid evaluations and RFP reviews.
• Coordinate purchase requests, PO follow-up, and equipment tracking.

Technical & Quality Leadership

• Identify technical issues and lead corrective-action discussions with stakeholders.
• Challenge design ambiguities, constructability concerns, and quality issues.
• Participate in the evaluation of engineering alternatives and recommend solutions.
• Lead Request for Information (RFI) processes with contractors and project stakeholders.

Safety & Compliance

• Ensure safety remains the highest priority across all construction activities.
• Enforce compliance with site Environmental, Safety, Security, and Quality requirements.
• Ensure adherence to Good Manufacturing Practices (GMP).
• Upload and maintain required documentation within the ETQ Management of Change (MOC) system.

Commissioning, Startup & Handover

• Lead or support Commissioning & Qualification (C&Q) activities.
• Support startup, turnover, and operational-readiness activities.
• Drive project completion and handover to the Utilities team.

Minimum Qualifications

• Bachelor’s degree in Engineering, Construction Management, or a related field preferred.
• 10+ years of industrial construction project management experience.
• Proven experience with utilities, energy infrastructure, or cogeneration projects.
• Experience managing contractors and construction teams with 30+ onsite personnel.
• Strong knowledge of construction safety standards, compliance, and quality systems.
• Experience leading capital projects from design through commissioning and startup.
• Proficiency with project scheduling tools and Gantt chart management.
• Experience managing budgets, change orders, procurement, and contractor coordination.
• Strong communication, leadership, and problem-solving skills.
• Experience within regulated industrial environments preferred.

Ideal Profile

A senior, hands-on Construction Project Manager with strong field leadership experience who can independently manage contractors, cost, schedule, procurement, safety, technical issues, commissioning, startup, and final project turnover.
