North Wind is seeking a seasoned Construction Project Executive (Director of Construction Operations) to lead planning, design, procurement, and construction for complex projects. You will drive safety, schedule adherence, budget control, and stakeholder coordination from preconstruction through turnover.

This role requires coordinating with owners, designers, consultants, and trade partners, and mentoring design-phase and field engineers.

Qualifications

  • Bachelor's degree and minimum 20 years in construction management, preconstruction, or design-phase leadership.
  • Experience managing complex, multi-stakeholder projects balancing safety, schedule, cost, and quality.
  • Experience with design-build, CM at Risk, Stipulated Sum, or integrated delivery models.

Responsibilities

  • Lead multi-disciplinary planning, design, and construction activities with budget, scope, schedule, milestones, and stakeholder alignment from preconstruction through closeout.
  • Maintain on-site presence: conduct site visits, attend coordination meetings, monitor progress, enforce quality, safety, and schedule adherence.
  • Oversee procurement lifecycle: prepare bid packages, RFPs, and contracts; coordinate third-party reviews and field audits.
  • Collaborate with contractors, engineers, designers, and consultants to resolve complex design/construction issues and drive constructability and cost control.
  • Coordinate permitting, code compliance, and regulatory approvals to prevent delays.
  • Support contract negotiations, commercial terms, and vendor invoicing with cost controls and transparency.
  • Engage end-users throughout project planning, design, and turnover to ensure alignment.
  • Mentor design-phase and field engineers with clear direction and accountability.

Construction Project Executive

North Wind is seeking an experienced Construction Project Executive (internally titled as Director of Construction Operations) to lead coordination of planning, design, procurement, and construction execution across complex projects. This role is responsible for driving project performance across safety, customer experience, schedule, budget, estimating, design coordination, technical and programmatic leadership, contractor and consultant management. This entails overall program delivery from early due diligence through turnover and operations. The successful candidate will be a highly professional, proactive, and resourceful leader who can work effectively with internal teams, program stakeholders, owners, designers, consultants, operators, and trade partners in a dynamic environment.


Key Responsibilities

  • Lead multi-disciplinary planning, design, and construction activities — managing budget, scope, schedule, milestones, and stakeholder alignment from preconstruction through closeout
  • Serve as the primary on-site and jobsite presence: conduct regular site visits and walks, attend construction and design coordination meetings, monitor field progress, and enforce quality, safety, and schedule adherence in real time
  • Oversee contractor procurement lifecycle — develop and administer bid packages, RFPs, and contract documents; manage third-party reviews and field performance audits
  • Partner with contractors, engineers, designers, and consultants to resolve complex design and construction issues; facilitate design-phase meetings and drive constructability, scope inclusion, and cost control
  • Coordinate permitting, code compliance, regulatory approvals, and jurisdictional requirements to prevent project delays
  • Manage active proposal pursuits — scope alignment, clarifications, technical responses, and EPC (Engineering, Procurement, and Construction) Agreement Risk and Legal review
  • Support contract negotiations, commercial terms, and vendor invoice review; maintain disciplined cost controls and financial visibility
  • Engage and lead end-user stakeholders throughout project planning, design and construction to ensure alignment and smooth turnover
  • Mentor and develop design-phase and field engineers leading team by example with clear direction, coaching, and performance accountability

Qualifications, Experience & Competencies

  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field; minimum 20 years of experience in construction management, preconstruction, or design-phase leadership
  • Proven ability to manage complex, multi-stakeholder projects — balancing competing priorities, fast-moving schedules, and early risk identification to deliver strong outcomes across safety, schedule, cost, and quality
  • Deep knowledge of construction documents, contracts, permitting, procurement, estimating, budgeting, field execution, and construction law fundamentals
  • Design-build, Construction Manager at Risk, Stipulated Sum, or similarly integrated delivery model experience strongly valued
  • Advanced negotiation, communication, and stakeholder-management skills; sound judgment and solutions-focused mindset in changing environments
  • Ability to build trust across diverse teams; leads by example with high accountability, adaptability, and organizational discipline
  • High level of detail orientation and organizational ability, with capacity to manage multiple project tasks simultaneously.
  • Strong teamwork orientation with proven initiative, communication, problem-solving, and leadership skills
  • Professional judgment, adaptability, and a solutions-focused mindset in changing environments.
  • Drives alignment between design intent, procurement strategy, and field execution
  • Improves project predictability through timely decision-making, communication, and risk management.
  • Desired experience in managing projects with various funding sources including but not limited to; Federal, State, private, and tax exempt.
  • Deep expertise and demonstrated experience on competencies for building, leading and strengthening teams made up of diverse experiences, expertise, and backgrounds.

Technical Skills

  • Proficient in Microsoft Office Suite, including Word, Excel, Outlook, and Project, along with relevant web-based project management applications.
  • Ability to review drawings, specifications, schedules, scopes of work, and cost information with strong attention to detail.
  • Experience coordinating preconstruction, design review, subcontractor scopes, and field execution documentation.
  • Skilled in preparing internal status updates, meeting documentation, and executive-level reporting

Work Environment and Travel

  • Regular coordination with internal teams, owners, consultants, operators, and trade partners in both office and field settings
  • Active jobsite presence required — walking live construction sites, reviewing field progress, and participating in on-site construction and design coordination meetings
