Job summary

Bechtel Corporation is seeking a seasoned Professional to coordinate plant turnover and system completions on LNG projects. The role involves managing documentation, reports, and data flow with engineering, construction, and the client to ensure timely turnover.

The individual will supervise turnover clerks, develop completion processes, and collaborate with multiple teams to meet project schedules on the US Gulf Coast. Mobility to other units may be required.

Project Overview

The selected candidate will initially be placed on one of our four Liquefied Natural Gas Plant Projects in the US Gulf Coast Region for our Energy Global Business Unit, but we may also require the selected candidate to have future mobility to one of our other Global Business Units in a different location. The ideal candidate will have market sector/ sub sector construction industry experience in energy (liquefied natural gas), manufacturing and technology (semiconductor, chemical, pharmaceutical, data centers, fire power generation), infrastructure (aviation, rail, roads/bridges), mining and minerals (water treatment plant, mineral extraction, metal refining), & nuclear, security, and environmental (nuclear power epc, power distribution, combined cycle, defense and space, environmental cleanup). As needs arise in our growing business, there will be expectation for the candidate to be fully mobile.

Job Summary

The role will move to the jobsite where the candidate shall be responsible for coordinating plant turnover and system completions, compiling documentation, developing reports and ensuring quality and consistency of turnover packages to the client for the CSU team. There is also a supervision aspect over other turnover clerks and coordinators.

The candidate shall be responsible for establishing the turnover and completions program on the project including working with engineering and construction databases, developing work processes, and working with the Construction team and the client to gain approval. During system completion and turnover on-site, the candidate shall be responsible for managing the flow of documents and data, developing required reports and identifying focus areas for project work, to ensure timely turnover of systems per the project schedule.

Major Responsibilities

• Manage system scoping against P&IDs and other engineering drawings.
• Complete and maintain the Master Commissioning Systems List.
• Provide input to system skyline with scheduling and other team members.
• Coordinates with client representatives to obtain approval on work and work processes as they are accomplished.
• Manage input of systems into Bechtel databases, including working with the automation team as required and developing work flows. Identify any gaps that need to be addressed.
• Oversee and facilitate transfer of engineering data to construction databases (SetRoute, TEAMWorks).
• Develop Turnover process and procedure for permanent plant systems per the contract and agree with the client, including structure and content of turnover books. This shall include the formal notification process and documentation process flow.
• Develop training for project personnel in system completions, including use of the Completions Module software.
• Populate and establish the Completions Module database. This will involve working with construction databases and incorporating project developed inspection and test plans (ITPs), and check sheets and assigning check sheet groups to tags.
• Develop/compile/own Commissioning & Start-up ITPs with input from other team members. Facilitate the completion of construction ITPs.
• Develop standard completions reports working with the automation team, to be used for system completion tracking.
• Interface with Engineering and Construction disciplines to facilitate the timely release of information required to establish the completions program.
• Interface with the Construction completions team to establish a common methodology in the completions effort, building on the lessons learnt from the turnover of the Construction Temporary Facilities.
• Manage China and Malaysia module yard data such that it is consistent with the developed project philosophy to allow system completion and turnover on the jobsite.
• Work with the construction team to ensure an effective punchlist process that compliments and benefits the overall completion effort.
• Work with information management to ensure correct turnover of documentation. Agree on nature of turnover (paper vs electronic) and develop the logistics of achieving this.
• Integrate into Completions Module any additional information required to be in the turnover packages such as vendor data from the Electronic Data Management System (EDMS).
• Develop reports and run the daily system completions meeting daily on-site.
• Engage with Construction, Pre-commissioning, CSU, and Subcontractor teams to focus on work areas to support the completions effort, including the clearance of punchlist items and submittal of completions documents.
• Develop and manage completions documents submittal, checking and compilation processes.
• Push the System Skyline Schedule, identifying problematic areas and elevating as required.
• Monitor and status punchlist clearance as necessary for the purpose of system completion.
• Schedule and participate in walkdowns.
• Provide inspection requests and build walkdown package documentation for the purpose of walkdowns.
• Ensure completeness and consistency of turnover documents and packages.
• Chase documentation to allow system completion.
• Ensure that contractual requirements are met with respect to system turnover.

Education And Experience Requirements

• Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience in lieu of degree.

Required Knowledge And Skills

• Prior experience in construction completion and system turnover
• Experience in industry standard completions software (Completions Module desirable), including the strategic rollout and development of new work processes into an organization starting to use systems completions databases.
• Ability to plan and roll out new processes to the site organization independently
• Experience with Bechtel BSAPs: SPI, SetRoute, TEAMWorks, Completions Module
• Prior experience with the Bechtel Completions processes
