Provide Construction Program Oversight:
CM actively participates in construction planning meetings and conducts construction site visits; reviews status of current funding availability and estimates future funding requirements for assigned rural water projects; collaborates with Government staff to set priorities and prepare schedules to complete workload; ensures timely performance, quality, and expected quantity of work. CM advises Government’s Program Manager in the preparation and implementation of work plans and budgets for construction and O&M projects. CM reviews tribal progress reports and collaborates with Government’s financial specialist in the review of tribal financial statements and makes recommendations to the Government Program Manager for prioritizing the agreement tasks. CM prepares requests for including the associated supporting documentation for modifications to Public Law 93-638 contracts/agreements. CM reviews project plans and specifications prior to contract advertisement to determine constructability and conformance to Government engineering standards, and compliance with authorizing legislation. CM provides comments to Government’s Program Manager for submission to the project sponsor. CM participates in design review meetings with designers and others to discuss construction aspects and problems. CM reviews contract proposals for compliance with contracting procedures and makes recommendations for approval to the Program Manager. CM shall assist tribes in determining compliance of O&M and construction activities with the final specifications, drawings, reports, and other contract-related engineering documents. CM assists Government on activities required for construction and operation and maintenance including compliance with environmental and cultural laws, rights-of-way, hazardous waste surveys, and any required permitting. CM attends bid openings, pre-construction meetings, progress meetings associated with construction projects and documents these activities for the project file.
Provide Operation and Maintenance Oversight and Technical Assistance:
CM provides insight and technical assistance to Government to advise the tribe regarding Operation and Maintenance projects and efforts to provide safe drinking water to the water users. CM collaborates with other Federal, State, Tribal, and local government representatives in the area to carry out assigned duties. CM assists Government when conferring with other federal and state agencies including the Bureau of Indian Affairs, Indian Health Service, Environmental Protection Agency and the North Dakota Department of Environmental Quality for developing and monitoring the Operation and Maintenance program to ensure the water is safe and meets established standards. CM provides technical information to the tribes that ensures proper testing and monitoring procedures are established and conducted for compliance with the Safe Drinking Water Act and other state and Federal Regulations.
Provide Project Coordination with Customer and Stakeholder:
CM attends meetings or participates on phone calls with tribes, engineering consulting firms, rural water boards, and contractors when discussing Government requirements associated with a project. CM collaborates with other Federal, state, tribal and local government representatives in the area to carry out assigned duties.
Oral and Written Communication:
Effective oral communication with customers and stakeholders in a variety of situations is necessary, including meetings and individual or conference calls, and may assist in facilitating difficult discussion on topics of disagreement; however, the CM must not act as or imply that they are a representative of Government or agent of the Federal Government. CM must be an effective communicator in writing, including correspondence, emails, studies, reports and information documents. Written communications must be thorough, of high quality, and rarely require grammatical or technical corrections.
This position works at various bridge locations for field data collection. The position will also work in an office setting for report computation.
Must have a standard Driver’s License with acceptable driving record.
