Job description

About the Position

We're seeking a Construction Manager to support a large, complex, heavy-civil rail infrastructure program. This role will be responsible for strategically directing and overseeing construction-related activities, ensuring alignment from pre-construction through delivery.

This is a long-term, full-time, on-site position located in the greater San Francisco Bay Area, CA.

Responsibilities
  • Own the constructability strategy, identifying construction-related challenges and resolutions early in the process and continually throughout all phases.
  • Serve as the accountable lead for construction input to design activities and milestones.
  • Lead construction oversight across multiple contracts using a mix of delivery methods, spanning early works, specialty and heavy civil construction, systems installation, and facility fit-out phases.
  • Lead, oversee, and coordinate construction management services.
  • Ensure the people, processes, and verification protocols are in place so that the built project is consistent with contractual requirements.
  • Lead and develop direct reports across construction contract management teams, setting expectations, allocating resources, and building bench strength as the program scales.
  • Coordinate with engineering, project controls, procurement, right of way, safety, and quality teams to align construction sequencing with program schedule, budget, and risk priorities.
  • Support federal, state, regional, and local oversight requirements, including third-party project management oversight reviews and reporting.
  • Elevate construction risks, trends, and mitigation strategies to program leadership, and support the resolution of changes, claims, and disputes.

Minimum Qualifications
  • Bachelor's degree in civil engineering, construction management, or architecture, or related field, or equivalent combination of education and experience.
  • 10+ years' experience in successfully managing and overseeing large (>$500M), complex, heavy-civil rail infrastructure projects.
  • Demonstrated experience leading construction management on transit, rail, or comparable heavy-civil programs, including tunneling, track and systems, and station or facility construction.
  • Demonstrated experience working within alternative delivery models.
  • Experience managing multiple concurrent construction contracts and scopes across design, procurement, and construction phases.
  • In-depth understanding of constructability principles, construction risk mitigation, and the verification protocols that confirm built work meets contractual requirements.
  • Experience providing construction input to design activities and milestones during pre-construction.
  • Experience leading and developing construction management staff, including direct reports across multi-disciplinary teams.
  • Experience with industry standard project / construction management software (e.g., Primavera P6, MS Project, Unifier, Kahua, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
  • Master's degree in civil engineering, construction management, or architecture.
  • Professional Engineer (PE) license or equivalent.
  • Certified Construction Manager (CCM), Project Management Professional (PMP), or Architect Registration (AIA).
  • Experience on federally funded transportation projects, including FTA Project Management Oversight (PMO/PMOC) requirements.
  • Experience delivering construction in dense urban environments with active rail, utility, and public right-of-way constraints.
  • Experience working within integrated delivery teams.
  • Experience with tunneling, deep excavation, or underground rail construction.
  • Experience leading or supporting various phases of the construction lifecycle, including utility relocation, site clearing, and demolition.
  • Familiarity or proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details

Expected Salary: $160k-$200k/year ($77-$96/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate's level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or fed
