Job summary

LOTT Clean Water Alliance is seeking a Construction Manager to lead daily construction activities on wastewater projects in Thurston County. You will ensure conformance with contract documents, participate in constructability reviews, and coordinate with contractors, consultants, and LOTT staff to keep projects on schedule and within budget.

Qualifications

  • Associate degree or certificate in civil/mechanical engineering, wastewater treatment, project management, or related field with 4 years’ public works/wastewater project experience.

Responsibilities

  • Ensure projects are constructed and documented per contract documents and regulatory requirements.
  • Coordinate communications with Contractors, consultants, and LOTT staff.
  • Prioritize tasks to meet schedules and budgets for wastewater projects.
  • Assist in bidding, pre-bid meetings, bid evaluation, and award recommendations.
  • Prepare meeting agendas and conduct construction project meetings.
  • Review and approve submittals, RFIs, shop drawings, and construction schedules.
  • Review contract changes, cost estimates, and change orders.
  • Coordinate startup, testing, and commissioning of new equipment and systems.

The LOTT Clean Water Alliance is seeking a motivated and detail-oriented person to join the Engineering Team as a Construction Manager. Our Construction Managers are responsible for the daily management of construction projects according to contract plans and specifications and provide constructability review and input during the design process, as available.

LOTT is a regional wastewater treatment utility serving Lacey, Olympia, Tumwater, and Thurston County. About the Position:

Construction Managers are responsible for the daily management of construction projects according to contract plans and specifications, and provide constructability review and input during the design process including but not limited to:

  • Ensure that LOTT projects are constructed and documented in conformance with the contract documents, federal, state, funding entities, and city requirements. Maintain documentation and assist in project audits as required;
  • Responsible for project communications with the Contractor, consultant, LOTT Staff and others;
  • Prioritize and manage tasks to align with project schedules, budgets, and the wastewater treatment process.
  • Assist in the bidding process including pre-bid meetings, Contract Addendums, evaluation of bid proposals, and recommendation for award;
  • Prepare agendas and conduct construction project meetings;
  • Responsible for the review, approval, and processing of Requests for Information, Submittals, shop drawings, and construction schedules;
  • Negotiate, review, track, and approve contract changes;
  • Prepare, review, and evaluate cost estimates during construction and design;
  • Responsible for managing consultant and other support service contracts;
  • Coordinate construction impacts, required shutdowns of process equipment, hot-work permits, and confined space entries with LOTT facilities staff during construction of a project;
  • Perform and document field inspections with reports, photos, and testing reports;
  • Schedule and oversee the activities of special inspectors, consultants, or support service vendors related to the construction project;
  • Review and approve progress pay requests from contractors, consultants, and support service vendors, including the review of Prevailing Wage and Apprentice Utilization requirements;
  • Recommend award of project completion milestones and provide supporting documentation;
  • Ensure that asset management data is provided and accurate, and assist with warranty service claims and documentation;
  • Coordinate the startup, testing, and commissioning of new equipment, electrical/control systems, and process with LOTT staff including coordinating the training of LOTT staff for newly-installed equipment and/or systems
  • Coordinate and review the completion of As-Built Redlines with contractor and consultant

To be successful in the role, one must have a firm understanding of basic practices and principles of construction management, possess knowledge of wastewater and construction safety requirements, be able to communicate clearly and assertively, and be solutions-minded. We are also looking for an individual who is self-motivated, organized in their work, and can meet multiple deadlines.

Knowledge/Skills/Abilities:
Knowledge of:
  • Basic principles and practices of engineering;
  • Current construction methods and materials, including wastewater systems and facilities;
  • Standard specification compliance methods;
  • Construction management techniques, methods, standards and practices;
  • Wastewater and construction safety programs and requirements;
  • Applicable laws, codes, regulations, policies and procedures;
  • Basic math including geometry and trigonometry;
  • Engineering-related computer operations and applications, including proficiency in the Microsoft suite of technology, Sharepoint, and Blubeam Revu
Skill in:
  • Gaining the necessary compliance while maintaining a cooperative working environment;
  • Operating a variety of software, including word processing, spreadsheet, databases, and project management applications;
  • Interpreting construction drawings and specifications;
  • Oral and written communications, including public speaking and presentations;
  • Problem solving and finding solutions;
  • Anticipating and managing risks to project schedule and outcome
Ability to:
  • Apply complex standards to actual construction and/or systems;
  • Plan, direct, and control large-scale, complex engineering and construction projects;
  • Collect, interpret and evaluate data and make recommendations;
  • Investigate problems and determine appropriate corrective actions;
  • Communicate technical information and requirements in a clear, accurate manner verbally, in writing, graphic presentation, or alternate media;
  • Make controversial field decisions independently and request assistance from other staff or technical professionals when necessary;
  • Coordinate construction activities with all parties involved;
  • Be assertive when necessary, work with angry people, and resolve disputes;
  • Maintain files and records in accordance with LOTT, regulatory, and funding source requirements;
  • Prioritize competing deadlines and meet rigid work completion deadlines;
  • Read plans and specifications and evaluate consistency with actual construction;
  • Interpret utility maps and engineering as-built plans;
  • Plot, trace, and sketch maps, plans, and topography;
  • Understand and follow verbal and written instructions; and
  • Work cooperatively with other agency and organization staff.
Experience/Education:

Associate of Arts or certificate/degree from a vocational school in civil engineering, mechanical engineering, wastewater treatment, project management, or an area related to technical tasks and 4 years increasingly responsible experience for public works and wastewater treatment plant projects; or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Additional Requirements:

Must possess a valid Driver's License. Must participate in LOTT's Health and Safety Program.
