WSP is currently initiating a search for a Construction Manager for our Power Constructors, Inc. (PCI) sector for our Vancouver, WA office. This position will have the ability to work remotely from any mutually acceptable locations: Seattle, WA, Lake Oswego, WA, Clarkston, WA, Spokane, WA, Portland, OR, and Boise, ID.

This Opportunity

Provides high level technical project leadership, and guidance with managing the administrative, commercial, and technical components of assigned project(s) or portfolio of projects in accordance with WSP’s core values, and the level of project services agreed upon in the contract by WSP and the client(s). Tasks include responsibility for the overall performance of assigned project(s) that are moderate and larger size/complexity and regional in scope, and includes oversight for financial, technical, client satisfaction, quality, safety, and schedule. Ensures that responsibilities throughout the project lifecycle (proposal phase, project startup and planning, project execution, reporting, and project closeout) are adhered to, delivered, and audited with a level of quality that meets or exceeds acceptable corporate standards for safety, execution, profitability, and operational purpose.

Your Impact

• Constructability resource working closely with a dedicated civil engineer on the early development and progressive design of high voltage transmission lines and systems.
• Provide oversight and input to cross‑functional teams of technical professionals to execute project work from preliminary design to 30% design on single or multiple concurrent projects, including budgets, tracking hours and expenses, task completion, cost and quantities of materials/equipment/labor, deliverables, compliance documentation, and managing contractual obligations.
• Play a contributing role in the development of project proposals, cost estimates using work breakdown structure (WBS) tasks, scope, schedules, resource plans, risk contingencies and adherence to the QA/QC plan.
• Assist the design team with constructability reviews of project requirements such as specifications, bid units, drawings, estimates, bill of materials, feasibility studies, documentation review, permitting support, environmental support, scope of work and schedule, and GIS mapping.
• Develop constructability plans for transmission line access road routing, site areas, and conductor pull plans.
• Perform and/or participate in field trips for constructability/field verification and planning; available for travel to project locations for up to a week at a time.
• Participate in problem project reviews, providing input about root cause issues and potential solutions to leadership and other stakeholders.
• Assist in client or discipline meetings during design review cycles.
• Exercise responsible and ethical decision‑making regarding company funds, resources and conduct.
• Perform additional responsibilities as required by business needs.

Who You Are

• Bachelor’s degree in construction management or closely related discipline, or demonstrated proven equivalent experience.
• 10+ years of relevant post‑education experience as a certified high voltage lineman or substation wireman, and/or Professional Project Management (PMP) certification or equivalent.
• Lineman or construction manager with experience in high voltage transmission line systems from foundations to wire stringing, and access road routing and laydown location planning.
• Thorough understanding of transmission line construction procedures, specifications, drawings, bill of materials, bid units and estimates.
• Sound understanding of project delivery processes within the high voltage industry and well‑defined background and experience in project execution.
• Competent critical thinking and problem‑solving skills to make assessments and calculations involving project management principles.
• Highly effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally.
• Demonstrated high level of self‑leadership with attention to detail, multi‑tasking, and ability to adapt to changing prioritization in a dynamic work environment.
• Works independently with minimal oversight and provides guidance and leadership to junior team or project members, with strict adherence to QA/QC.
• Excellent communication skills and competent with technical writing, office automation, relevant software, MS Office suite products (Word, Excel, Visio, Project, SharePoint), technology, spreadsheets, and PM tools.
• Understanding/experience of transmission/distribution line construction from layout, permitting, construction to energization.
• Ability to work with or across multi‑disciplines (lands, Enviro, GIS and civil/line engineering).
• Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
• Pass background check for Federal badging.

Preferred Qualifications

• Master's Degree.
• Certified Construction Manager (CCM) or equivalent credential.
• OSHA 30‑hour certification or equivalent health and safety training.
• Prior experience with public‑private partnership (P3) or alternative project delivery methods.
• Experience managing construction programs in sectors such as transportation, energy, water, or buildings.
• Active membership in CMAA, ASCE, DBIA, or related professional organizations.

Compensation

Expected Salary (all locations): $115,100 - $205,040. WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
