ACP operates through a joint venture structure, partnering with ADC Communities (a Walker & Dunlop subsidiary) to finance, develop, and preserve affordable multifamily housing across the U.S. and Puerto Rico.

Position Summary

The Construction Manager reports to the Vice President of Development and serves as ACRUVA’s primary owner’s representative throughout the full lifecycle of affordable housing construction projects. Working closely with the Senior Vice President of Development, Development Managers, general contractors, architects, lenders, equity investors, and state Housing Finance Agencies (HFAs), the Construction Manager ensures all projects are delivered in full compliance with LIHTC QAP commitments, HFA requirements, lender covenants, and green building standards. Projects range from approximately 60 to 240+ units and span both new ground‑up construction and rehabilitation developments financed with LIHTC, tax‑exempt bonds, HOME, SAIL, and other public and private funding sources — delivered on time, within budget, and in full regulatory compliance.

Pre‑Construction & Design Phase
  • Participate in pre‑development meetings with development team, architects, engineers, and consultants to review project scope, schedule, and budget assumptions.
  • Review architectural drawings, civil plans, structural and MEP engineering documents for constructability, budget alignment, and QAP compliance including ADA/UFAS and green building certifications.
  • Assist in evaluation and selection of general contractors, including review of qualifications, insurance, bonding capacity, and MBE/WBE participation plans.
  • Lead or support the competitive bid process; review contractor proposals and prepare bid‑leveling analyses for leadership and lender/investor approval.
  • Review and negotiate AIA contract documents (A101/A102/A201) to ensure owner protections, lender requirements, and LIHTC‑specific provisions are incorporated.
  • Establish project‑specific construction schedules, milestone matrices, and reporting protocols prior to commencement.
Construction Phase Oversight
  • Serve as ACRUVA’s owner’s representative on all assigned projects; maintain consistent presence on job sites through regular scheduled and unannounced site visits.
  • Monitor general contractor performance against approved project schedule and budget; identify delays, cost overruns, and scope deviations promptly.
  • Review and process monthly construction draw requests including AIA G702/G703 pay applications, lien waivers, stored materials documentation, and cost‑to‑complete schedules.
  • Review, evaluate, and process RFIs and RFCs; assess scope, schedule, and budget impact of all proposed change orders and provide written recommendations.
  • Coordinate and attend weekly OAC meetings; prepare or review agendas, maintain minutes, and ensure action items are tracked to completion.
  • Monitor compliance with QAP commitments including unit count, unit mix, accessible unit percentages, green building standards, and amenity commitments.
  • Maintain project‑level safety oversight; ensure GC safety plan is implemented, OSHA standards are maintained, and incidents are documented.
Completion, Closeout & Placed‑in‑Service
  • Manage the transition from construction to occupancy; oversee punch lists, certificate of occupancy processes, and final inspections.
  • Prepare and maintain a comprehensive project closeout package including as‑built drawings, O&M manuals, warranties, and lender/investor final draw documentation.
  • Coordinate the placed‑in‑service process for LIHTC projects, working with accountants, legal counsel, and HFA for timely IRS Form 8609 applications and cost certification.
  • Ensure delivery of all green building certification documentation within required timelines (Enterprise Green Communities, ENERGY STAR, HERS ratings).
  • Conduct post‑project reviews to capture lessons learned, cost variance analyses, and schedule performance data.
Rehabilitation & Preservation Projects
  • Manage occupied rehabilitation projects with careful attention to resident relocation coordination, phasing plans, and minimizing disruption to existing tenants.
  • Oversee scope development on rehabilitation projects including capital needs assessments (CNAs), physical condition assessments, and life safety reviews.
  • Coordinate with property management teams during in‑place rehabilitation to ensure safe, habitable conditions are maintained throughout construction.
Reporting, Documentation & Communication
  • Prepare and deliver monthly construction status reports to senior executives, development team, lenders, and equity investors including schedule status, budget‑to‑actual, and contingency utilization.
  • Maintain a complete, well‑organized project file for each development including contracts, permit sets, RFI logs, change order logs, meeting minutes, and draw documentation.
  • Support the development team in responding to lender and investor information requests, HFA construction monitoring inquiries, and audit documentation requests.
  • Collaborate with land acquisition and underwriting teams to validate construction cost estimates and identify schedule or cost risks prior to application submission.
Education & Experience
  • Minimum 5–7 years of progressive construction management experience, with substantial portion in affordable housing, LIHTC multifamily, or HUD‑assisted multifamily construction.
  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or related field preferred; equivalent experience considered.
  • Demonstrated experience managing ground‑up multifamily construction from pre‑construction through placed‑in‑service closeout, including LIHTC equity, HOME, SAIL, or other public subsidy layering.
  • Direct experience managing the construction draw process including AIA G702/G703 pay applications and coordination with construction lenders.
  • Experience working with state Housing Finance Agencies and familiarity with QAP requirements and HFA inspection protocols.
  • Professional certifications (PMP, LEED AP, CCM, or Enterprise Green Communities) are a strong advantage.
Technical Skills
  • Thorough knowledge of multifamily construction methods, materials, systems (structural, MEP, civil), and applicable building codes.
  • Proficiency in reading and interpreting architectural drawings, civil and structural plans, MEP documents, specifications, and construction schedules.
  • Strong working knowledge of AIA contract documents (A101, A102, A201) and standard construction management practices.
  • Ability to analyze construction cost estimates, budgets, and cost‑to‑complete reports to identify variances and risks.
  • Familiarity with green building standards: Enterprise Green Communities, LEED for Homes, ENERGY STAR Multifamily, and HERS ratings.
  • Proficiency with Microsoft Office Suite; experience with Procore, Buildertrend, Sage, or similar construction management software preferred.
  • Familiarity with Davis‑Bacon wage compliance requirements on federally assisted projects strongly preferred.
