Job description

Overview

CDM Smith is seeking Construction Representatives to inspect water service line test pits and lead service line replacements in various locations in the Commonwealth of Pennsylvania (target locations include but limited to: Allenstown, Coatesville, Wyomissing, Blue Mountain Lake and Hickory Hills) as part of the Service Line Inventory and Lead Service Line Replacement Program.

Construction Representative will be required to wear a hard hat, high visibility safety vest, safety boots, safety glasses, client photo ID and possibility of hearing protection. Construction Representative may work near roads and may coordinate with Contractor and Traffic Control Contractor for lane closures.

This is a full-time field position requiring travel within the state of Pennsylvania.

Job Duties
  • Under supervision, conduct construction inspections of basic to moderate complexity.
  • Evaluate the condition and material of the infrastructure.
  • Independently perform field and office activities related to the collection, assessment, and reporting of data.
  • Take photos of pipe materials identified after excavation, preconstruction photos and post backfill/construction photos.
  • Ensure Test Pit contractor backfills test pit or temporarily covers excavation prior to backfilling to prevent safety issues.
  • Document inspection findings (material, size, etc) and generate inspection reports through iPad based on findings.
  • Communicate issues to project leadership.
  • Communicate with client, homeowners (if necessary), and project leaders to provide project progress status and updates.
  • Coordinate with Test Pit contractor team identifying and documenting Company and Customer water line materials.
  • Research tap cards and gather specific data from the card.
  • Photograph the inspections for quality control and documentation purposes.
  • Comply with guidelines and regulations, including permits, safety, etc.
  • Perform other duties as required.
Qualifications
  • High School diploma or Vocational Technical degree or equivalent.

  • Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
  • Equivalent additional directly related experience will be considered in lieu of a degree.
Driving Requirements

An appropriate and valid driver\'s license is required.

Preferred Qualifications
  • Prior inspection, or construction experience.
  • Ability to quickly develop an understanding of the client’s products, services needed, and goals.
  • Work requires extended periods on foot, including accessing basements and crawl spaces in various field conditions.
  • A reliable vehicle will be needed for travel to and between project sites.
Skills & Abilities
  • Ability to communicate both verbally and in writing in English.
  • Basic knowledge of arithmetic.
  • Basic knowledge of Microsoft Office Suite of applications (Word, Excel, Outlook, etc.).
  • Basic knowledge of computer software programs and operating systems.
  • Proficient in the use of hand tools, tablets, and cell phones to document service line materials.
  • Knowledgeable, familiar or willing to learn how to use GIS maps and navigation.
  • Ability to adapt to new technologies and quickly learn new computer, smartphone or related applications and programs.
  • Basic knowledge of materials, methods, and equipment used in construction.
  • Familiar with basic construction, building materials, and public utilities.
  • Ability to read, understand, interpret and explain construction plans and drawings, contract provisions, and specifications.
  • Work hours are not standard 8:30am - 5pm M-F. Actual work hours will vary based on contractor performing work, local town noise/ordinances, client requirements, etc. Could be Saturday and Sunday work.
  • Comfortable working outdoors throughout the year in various weather conditions.
  • Capable of working both independently and collaboratively as part of a team.
  • Able to work on your feet for 8+ hours and conduct numerous waterline inspections per day.
  • Comfortable entering private properties, residences, businesses, and public buildings.
  • Able to stand, crouch, crawl, and kneel for prolonged periods.
  • Able to pass a background check.
  • Strong organizational skills to balance and prioritize work.
  • Excellent attention to detail.
