Job summary

Isle of Wight County is seeking a field-focused professional to ensure piping systems and utilities in new developments and renovations meet county specifications. You will manage projects, provide information, perform inspections, and contribute feedback to developers, contractors, and property owners.

This role involves frequent field work, with some administrative duties and collaboration with the Utilities Director.

Qualifications

  • High School Diploma or equivalent.
  • Three to five years of related work experience involving water/sewer and storm water installation, construction or related field.
  • Or equivalent training, education, and/or experience.

Responsibilities

  • Performs site inspections of new construction, roadways, and renovations of water/sewer/storm water lines; inspects/tests water, piping, pumping stations and utility systems; examines conditions in relation to established standards and guidelines, coordinating with county Utilities Operations.
  • Reviews project submissions coordinated through county planning / zoning; provides comments and requirements narratives for feedback to developers, contractors, and property owners.
  • Initiates communications with and/or responds to requests for information from contractors, homeowners, officials, staff, the public or other individuals.
  • Performs site inspection of capital projects under Construction Manager guidance.
  • Observes all approved safety and health policies and procedures; performs work tasks safely.
  • Performs other assigned duties.

Job description

The purpose of this job is to ensure that piping systems and utilities of new developments and renovations are in compliance with County Specifications. Duties and responsibilities include project management, providing information; performing inspections; and providing input concerning inspection results. Employee must exercise considerable initiative and independent judgement in all phases of work. Employee must also exercise tact, courtesy and firmness in frequent contact with property owners, developers, contractors and the general public. This position is 85% field work and 15% administrative work. Reports to the Utilities Director.

  • Performs site inspections of new construction, roadways, and renovations of water/sewer/storm water lines; inspects/tests water, piping, pumping stations and utility systems; examines conditions in relation to established standards and guidelines, coordinating with county Utilities Operations.
  • Reviews various project submissions that are coordinated through county planning / zoning. Review includes providing comments, corrections, requirements narrative for feedback to developers, contractors, and property owners as applicable.
  • Initiates communications with and/or responds to requests for information from contractors, homeowners, officials, members of the staff, the public or other individuals.
  • Performs site inspection of capital projects under Construction Manager guidance
  • Answers the telephone; provides information; returns calls as necessary.
  • Prepares and/or generates routine correspondence, letters, memoranda, forms, reports and other documents.
  • Observes all approved safety and health policies and procedures pertaining to an employee’s work activities and performs all work tasks in a safe and healthy manner in accordance with County policy.
  • Performs other assigned duties.
PHYSICAL DEMANDS:

Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires the use of fingers, grasping, handling, hearing, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity, and walking.

  • High School Diploma or equivalent;
  • Three to Five (3-5) years of related work experience involving water/sewer and storm water installation, constrction or related field;
  • Or equivalent training, education, and/or experience.
LICENSES/CERTIFICATIONS:
  • Driver's License valid in the Commonwealth of Virginia.
  • Ability to obtain the following certifications within eighteen (18) months of employment:
    1. OSHA 30-Hour Certification
    2. E&S Inspection Certification
    3. VDOT Intermediate Work Zone Certification

Employees will either be deemed essential personnel and provide services that must continue regardless of or pursuant to a state of emergency or will be deemed nonessential personnel that will be required to report to work in an emergency if they receive an assignment to shelter duty or other duty.
