Job description

U.S. Facilities, Inc., a consolidated facility management service company, is seeking a Construction Inspector to work on one of our projects in Suffolk, Virginia. The qualified applicant will be responsible for independent coordination, scheduling and inspecting all phases of routine and complex highway construction projects to ensure construction quality in accordance with plans and specifications and provide quality transportation system for the traveling public. This is to be accomplished on a routine basis as outlined in the following responsibilities:

  • Report all safety accidents, incidents, and/or concerns appropriately and in a timely manner.
  • Monitor project schedule through progress meetings.
  • Notify supervisor when contractors incur schedule variance outside contract allowances.
  • Review project item quantities and costs to ensure on-budget project delivery.
  • Complete remaining work costs on project.
  • Confirm all submittals for associated work items have been submitted and approved prior to the start of work by reviewing project submittals to verify approval.
  • Determine support equipment needed for project and ensure proper maintenance, use, and return.
  • Ensure work zones are properly established and maintained.
  • Verify employees and equipment are performing in compliance with safety practices and directives.
  • Monitor erosion and sediment control measures to ensure compliance and appropriate maintenance.
  • Maintain a clean and organized work environment.
  • Practice safe driving and maintain a clean vehicle interior and exterior.
  • Monitor and perform all types of inspections on routine and complex highway projects and provide oversight and guidance to other inspectors.
  • Determine construction activities performed in accordance with contracts, plans, and applicable documents to include environmental, erosion and sediment controls, safety, traffic controls, EEO and DBE guidelines, and regulations and permits.
  • Ensure project contract compliance using checklists, spreadsheets, manufacturer recommendations, construction directives, traffic engineering memoranda and materials memoranda to ensure project quality requirements are met.
  • Notify contractor of any non-compliance issues and resolution through documentation.
  • Oversee and perform materials testing to ensure project is constructed to design quality standards.
  • Confirm monthly that all pay items of work performed during that period are paid to the contractor.
  • Communicate with VDOT and external support staff.
  • Manage project public relations and respond to public concerns.
  • Proactively notify project support staff and the public of traffic changes, project phase start and finish.
  • Address landowner, business owner, and traveling public concerns regarding project.
  • Coordinate distribution of lane closure notification with Traffic Operations Center, Communications and Residency.
  • Work with contractor to resolve issues.
  • Assist in project close-outs.
  • Track and maintain materials documentation for project.
  • Review and/or prepare detailed DWRs and diaries and correlate to the contractor’s scheduled construction activities so VDOT can track individual activities, resources, productivity, and efficiencies.
  • Maintain project files.
  • Document daily occurrences, meetings, and communications, and correlate to contract documents to provide information on changes in the contractor’s scope of work.
  • Issue quarterly CPEs for prime and subcontractors working on project to allow VDOT to evaluate contractor’s performance.
  • Any other duties as assigned by a supervisor and/or USF Senior Project Manager.

Qualifications:

Education:

  • High School diploma or demonstrated equivalent.

Experience/Skill Sets:

  • Ability to perform physically demanding work in field conditions such as test equipment, lifting, climbing, stooping, working at heights, in confined spaces and making visual observations.
  • Ability to provide work direction to others on construction projects.
  • Ability to work independently.
  • Skill in the use of computers and software applications.
  • Ability to apply mathematical formulas and engineering principles to determine field adjustments to construction plans.
  • Considerable knowledge of roadway, structure, and bridge construction methods, materials, standards, and terminology.
  • Considerable knowledge of state and federal safety, environmental, and EEO and DBE guidelines and regulations as they relate to transportation construction.
  • Ability to read, interpret, and analyze roadway, structure, and bridge plans, specifications, and contract documents.
  • Ability to communicate effectively orally and in writing with VDOT, contractor personnel, and the general public.
  • Ability to maintain detailed records, prepare reports, and maintain project files.
  • Ability to work in the vicinity and operate devices utilizing low-level ionizing radiation.
  • Skill in the use of engineering and testing equipment.
  • Flexible schedule (relates to a 24/7/365 operating environment).
  • DEQ: Inspector for Erosion Sediment Control (ESC IN).
  • DEQ: Inspector for Storm Water Management (SWM IN).
  • Radiation Safety USDOT HAZMAT Certification (Nuclear Gauge).
  • Soils & Aggregate Compaction.
  • Intermediate Work Zone Traffic Control Safety.
  • OSHA 10-Hour Certification.
  • Slurry Surfacing.
  • Guard Rail Installer Training (GRIT).
  • American Concrete Institute (ACI) Concrete Field Level I (CCWA) or WACEL Concrete I Certification.
  • Pavement Marking.
  • Possession of required certifications at time of employment and maintain thereafter.
  • Ability to record and maintain detailed project documentation and prepare reports, forms, and correspondence.
  • Ability to read, interpret, and analyze roadway, structure, and bridge plans, construction contracts, and other project management documents.
  • Skill in the use of engineering and testing equipment, as well as computers and software applications.
  • Knowledge of construction methods, materials, equipment, standards, specifications, and terminology.
  • Skill in applying state and federal safety, environmental, and EEO and DBE guidelines and regulations related to transportation construction.
  • Knowledge of mathematics and ability to apply mathematical formulas and engineering principles to determine field adjustments to construction plans.
  • Ability to work independently and oversee and provide technical guidance and training to other inspectors.

  • A combination of training, experience, or education in Construction or related field desired.
  • Proficiency in Microsoft Office and AASHTOWare Project (AWP) or other project management software.

Work Conditions:

  • 90-day probation period.
  • VDOT industry training.
  • Significant all-season/all-hour operating conditions.
  • May be subject to short or no-notice work assignments.
  • Work is primarily outside along interstate highways requiring necessary safety precautions involved in working with electricity in and alongside traffic.
  • Demonstrate safety behaviors and advocate and practice safety in everyday work activities.
  • Manage area(s) of responsibility to ensure a safe and healthy work environment.
  • Practice routinely safety behaviors as a condition of employment.
  • Fast-paced, multi-tasking environment subject to short or no-notice work assignments and exposure to inclement weather.
  • Work environment is informal, both team and autonomy oriented, having routine tasks with variable pace and pressure.
  • Weekend, evening, and overtime work may be required. Standing for prolonged periods of time, walking, lifting, carrying; frequently reaching, kneeling, climbing, bending, twisting, crouching, and balancing can be expected.
  • Monitored performance with routine evaluation.

Pre-employment Requirements:
