Job summary

City of Rowlett seeks a Technical Inspector to perform inspections of public infrastructure and private development projects. Qualifications

  • High School Diploma or GED and a minimum of three (3) years of experience in municipal inspections, highway/utility construction or related field required.
  • Vocational coursework in computer aided design, surveying, highway/utility construction or a related field and/or Associates degree preferred.
  • Knowledge of occupational safety regulations and safe work practices; ability to read and interpret codes, specs, maps and blueprints; proficiency with Auto CAD and GIS preferred.

Hiring Range: $57,522.29 - $64,712.59

Under general supervision, performs technical inspections of public infrastructure and private development projects to ensure compliance with approved plans, City standards, engineering specifications, and applicable state and federal regulations. Coordinates with contractors, engineers, consultants, developers, and City staff throughout construction to ensure safe, high-quality public infrastructure.

Performs a full range of review, inspection and evaluation of public and private construction projects, including street improvements such as paving, curb-and-gutters, sidewalks, and driveway connections; drainage facilities including storm drains, junction boxes, channels, culverts and headwalls; underground utility systems including lift stations, water and sewer mains, taps, force mains; parks projects; and miscellaneous works such as earthwork, streetlights and traffic signals. May perform Right-of-Way inspections including review and approval of Right-of-Way permit applications and drawings, inspects Right-of-Way flatwork such as sidewalks and driveway connections, and inspects franchise utility installations and repair work. In conjunction with the Environmental Health division, inspects and enforces SW3P booklets, erosion control plans, and best management practices. Communicates verbally and in writing with developers, contractors, engineers, architects, providing: Daily reports, Punch lists, As-builts, Pay estimates, Change orders, etc.

Monitors water line, sewer line, and storm drain construction. Inspects trenches for proper backfill and compaction. Monitors water line and sewer line installation by trenchless methods. Monitors pressure tests of new water lines and sewer lines. Monitors bacteriological tests of water lines. Inspects compaction of pavement subgrade and base materials prior to street, alley and curb construction. Schedules and conducts pre-construction conferences and coordinates construction meetings as required throughout the construction process. Maintains clear, concise and comprehensive records and reports related to inspection, enforcement and construction activities.

Compiles, analyzes, and evaluates findings of investigations and inspections. Conducts final inspections and prepares punch lists to determine completion of various construction projects. Prepares investigation reports, enforcement letters, final acceptance letters, etc. Reviews contractors' pay estimates and ensures that all work and materials listed have been completed or used. Assists with the preparation and verification of contractor’s progress payments, reduction and releases of securities, notices of completion, and minor engineering reports.

Inspects, monitors and investigates activities related to compliance with the National Pollutant Discharge Elimination System (NPDES) and the City of Rowlett Storm Water Program and, in conjunction with and assisted by Environmental Health, ensures compliance with regulations relative to stormwater runoff from construction sites. Enforces ordinances pertaining to permits, dust control, erosion control, grading and public improvements. Maintains logs, records, and record drawing (as-builts). Coordinates construction and inspection services in cooperation with contractors and other agencies; communicates and confers with representatives of utility companies, contractors, public agencies and the general public; answers citizen complaints and requests for information.

Responds to citizen and stakeholder inquiries and concerns. Gathers and analyzes data in order to respond or assist in responding to complaints from citizens and makes recommendations for solutions based on research findings. Follows safe working practices and has a working knowledge of safety practices and procedures. Performs administrative/office duties as required, including attending meetings, entering computer data, preparing reports and correspondence. Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.

Must possess knowledge of occupational safety regulations, and safe work practices and procedures, including confined entry procedures; skill in the use of automated engineering equipment, such as Auto CAD and GIS preferred; ability to read, understand, and interpret codes, specifications, engineering maps and plans, construction drawings, as-built drawings, and blueprints to compare with progress of public works and utilities construction projects; ability to closely observe construction work in progress and detect poor construction, inferior materials, and deviations from plans; prepare and issue technical or professional documents; and, ability to analyze complex issues and make critical decisions under time constraints.

Must possess required ability to work independently; ability to organize and prioritize workload that changes on a constant basis; use initiative and independent judgment in making decisions and resolving conflicts; ability to perform work in a highly accurate manner paying close attention to detail; ability to understand and follow verbal and written instructions and directions; ability to use tact and diplomacy when dealing with contractors who may be uncooperative and upset; ability to deal constructively with conflict and develop effective resolutions; ability to use computer and related software to develop written communications, spreadsheets, reports, memorandums, templates, and data analysis; ability to establish and maintain effective working relations with those contacted in the course of work; ability to prepare and maintain complete, accurate, and concise reports; and, ability to use correct English, grammar, punctuation, and spelling; and communicate clearly and concisely, both verbally and in writing. Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

May be required to work evenings and weekends as necessary to perform inspection functions.

Preferred requirements: Class D or higher TCEQ water and wastewater license.

Works both indoors and outdoors in extreme temperatures including heat, cold, temperature swings, and inclement weather; some exposure to dust and odors that are routinely encountered in inspections. Job requires walking uneven terrain, climbing ladders, entering excavations (when safe), lifting survey equipment, exposure to traffic, working around heavy equipment, working near open trenches, light lifting (less than 25 lbs.), climb, carry, sits, stands, stoops, kneeling or twists for extended periods of time while making inspections.
