Qualifications

• Must possess a degree in an Engineering discipline or directly related degree.
• Must have at least 15 years of experience working on large complex nuclear construction projects (greater than $100M).
• Must demonstrate knowledge of International Building Codes, AISC, ASME, NEC, NEPA, and ACI codes and standards.
• Must demonstrate the ability to review, understand, and communicate design calculation results, drawing requirements, and specification requirements for construction efforts.
• Demonstrated experience developing construction resource loaded schedules that optimize construction installation sequences is a substantial plus.
• Possess or has the ability to obtain a DOE/NNSA “Q” Clearance

Responsibilities

• Provide SME oversight of all construction phases for the PMO across the NNSA SRS portfolio.
• Assist PMO, IPT, and interfacing DOE offices with technical oversight and project governance; prepare executive summaries, dashboards, and briefings.
• Serve as a key liaison between the NNSA SRS PMO, M&O contractors, subcontractors, regulators, and facility stakeholders.
• Oversee the planning, sequencing, and execution of field activities; monitor on-site operations and schedule milestones.
• Ensure all work—from technology deployment through commissioning and startup—complies with designs, specs, DOE Order 413.3B, and ES&H requirements.
• Review submittals, RFIs, FCRs, NCRs, and design deviation notices to safeguard design intent and safety.
• Plan, schedule, lead, and execute construction surveillance, readiness reviews, and corrective actions.
• Coordinate technical documentation to align with DOE/NNSA orders and standards; communicate risks and hazards.

Job Summary

The Construction Engineer will provide technical and administrative support services for the Project Management Office (PMO), Department of Energy (DOE), National Nuclear Security Administration (NNSA).

The ideal candidate will demonstrate excellent verbal and written communication skills, the ability to work both independently and collaboratively, strong organizational capability, and proven success managing multiple complex initiatives simultaneously.

Key Responsibilities

Construction Engineer (Primary Focus)

• Serve as a Subject Matter Expert (SME), working independently or within multi-disciplinary teams to provide comprehensive oversight of all phases of construction projects across the NNSA SRS Project Management Office (PMO) portfolio.

• Assist the PMO, Integrated Project Team (IPT), Construction/Operations Prep Federal Functional Lead, Federal Project Directors (FPDs), and interfacing NNSA/DOE offices with technical oversight and project governance support. Prepare and deliver executive summaries, visual dashboards, and technical briefings for leadership review.

• Serve as a key liaison between the NNSA SRS PMO, Management & Operating (M&O) contractors, subcontractors, regulators, and facility stakeholders.

• Oversee the planning, sequencing, and execution of field activities. Monitor daily on-site construction operations, productivity, and schedule progression against approved baseline milestones; identify early warnings of potential cost or schedule variance.

• Ensure all work—from technology deployment through construction testing/commissioning, and startup—complies with approved engineering designs, technical specifications, DOE Order 413.3B guidelines, and environmental, safety, and health (ES&H) requirements.

• Review and evaluate technical submittals, Requests for Information (RFIs), Field Change Requests (FCRs), Non-Conformance Reports (NCRs), and design deviation notices to safeguard design intent, facility safety bases, and nuclear quality standards.

Assessment, Compliance & Corrective Actions

• Plan, schedule, lead, and execute rigorous construction surveillance, oversight assessments, and readiness reviews.

• Shadow, evaluate, and validate contractor internal assurance assessments, ensuring self-assessments rigorously address field performance, workmanship, and procurement quality.

• Conduct comprehensive constructability reviews and design assessments to identify design ambiguities, minimize field rework, and ensure alignment with site‑specific construction execution strategies.

• Review assessment findings, evaluate contractor root‑cause analyses, and validate that proposed Corrective Action Plans (CAPs) address fundamental systemic issues. Provide formal recommendations to NNSA leadership on the adequacy and closure effectiveness of corrective actions prior to implementation and closeout.

Technical Documentation & Policy Alignment

• Provide technical coordination, critical review, and configuration management oversight on engineering deliverables, project execution plans, and turnover packages to ensure strict alignment with DOE/NNSA orders, federal regulations, and consensus codes.

• Identify, evaluate, and communicate construction‑related risks and field hazards in both written deliverables and cross‑functional meetings, supporting proactive risk mitigation and data‑driven decision‑making.

• Review system turnover packages, pre‑operational testing procedures, and commissioning protocols to verify technical adequacy prior to operational readiness reviews (ORR) and facility handover.

Tracking, Coordination & Issue Resolution

• Systematically track actions, deliverable approvals, punch list items, and critical‑path milestones to maintain momentum and ensure operational readiness.

• Apply comprehensive knowledge of DOE/NNSA directives, safety management programs, and regulatory drivers to ensure defensible, compliant resolution and closure of technical issues.

• Independently organize, prioritize, and drive assigned oversight activities in a dynamic field environment while maintaining clear, transparent communication channels with contractor field personnel, project leadership, and executive management.

Requirements and Education

• Must possess a degree in an Engineering discipline or directly related degree.

• Must have at least 15 years of experience working on large complex nuclear construction projects (greater than $100M), with multi‑discipline integration.

• Must demonstrate knowledge of International Building Codes, AISC, ASME, NEC, NEPA, and ACI codes and standards.

Preferred Requirements and Education

• Degrees in Civil, Structural, Mechanical, and Electrical Engineering are preferred.
