Bodwé Group is seeking an experienced General Construction Building Inspector/CQM/QA Representative to support quality management and assurance for repairs and modernization at Walter Reed National Military Medical Center.

The role requires on-site inspection, coordination with architects/engineers/contractors, and travel; candidates must have 10+ years’ field experience and USACE EM 385-1-1 familiarity. Excellent attention to detail and report preparation are essential.

Qualifications

  • Licensed Building Inspector with at least 10 years of field experience in construction/renovation/modernization mechanical disciplines.
  • Experience with USACE Three-Phase Inspection Process and EM 385-1-1 requirements.
  • Training/certifications within 90 days on site: OSHA 30, CQM-C, CE-SOHMS familiarity.

Responsibilities

  • Review plans and specs for contract compliance, constructability, and technical correctness.
  • Evaluate submittals, RFIs, and provide written comments to COR.
  • Perform on-site surveillance of general construction activities and document testing.
  • Review schedules, identify deficiencies, and recommend corrective actions.
  • Attend progress meetings and support safety spot checks.
  • Prepare reports, as-built drawings reviews, and closeout documentation.

Position Summary

We are seeking an experienced General Construction Building Inspector/CQM/QA Representative to Provide construction quality management and quality assurance support for the general construction portions of repair, renovation, and modernization projects at Walter Reed National Military Medical Center (WRNMMC).

Essential Duties and Responsibilities

The following in exhaustive list of duties represents a sample of work routinely performed by this role:

  • Review plans and specifications during design and construction for contract compliance, constructability, and technical correctness.

  • Evaluate submittals, shop drawings, samples, and contractor requests for information or clarification, and provide written comments and recommended responses to the COR.

  • Perform continual on-site surveillance of general construction activities, inspect the construction contractor’s quality-control activities, and monitor and document required testing.

  • Review schedules, identify performance deficiencies and potential delays, and recommend corrective actions.

  • Attend weekly progress meetings with architects, engineers, and construction contractors; report problems and recommended resolutions; and support the team’s monthly safety spot checks.

  • Review change requests, cost proposals, requests for equitable adjustment, and claims, and provide supporting analysis for Government decisions on modifications and time extensions.

  • Prepare daily RMS reports, signed weekly reports, weekly progress photographs, and inspection and testing checklists.

  • Support punch-list preparation before Government acceptance, review final as-built drawings for accuracy, and collect and review warranty and closeout documentation.

  • Coordinate with the mechanical and electrical representatives and other project stakeholders to support the turnover of required project information to WRNMMC personnel.

Education, Experience, and Technical Skills

_ Required Education, Experience, and Technical Skills _

  • Licensed Building Inspector or Superintendent/Quality Control Manager/ Quality Assurance Representative with a minimum of ten (10) years of relevant field experience working in construction/renovation/modernization mechanical disciplines of work.
  • Prior experience utilizing and participating in the U.S. Army Corps of Engineers Three-Phase Inspection Process as well as prior experience utilizing and following USACE EM 385-1-1, Safety andHealth Requirements Manual.
  • Experience utilizing and following USACE EM 385-1-1, Safety andHealth Requirements Manual
  • Personnel shall have the following training/certifications within 90 days of being on site: OSHA 30-hr, Construction Quality Management for Contractors (CQM-C) and familiarity with USACE Safety Management System (CE-SOHMS).
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver’s license
Working Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.

This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. _ While on site visits, an individual in this role will be required to work atypical hours at the request of the client or role demands. _

Physical Demands

_ Sitting/Standing: _ This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

_ Walking: _ This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

_ Stooping/Kneeling/Crouching/Crawling: _ This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

_ Using Hands/Fingers: _ This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

_ Talking/Hearing: _ This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

_ Seeing: _ This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

_ Carrying/Lifting: _ This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.

Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

  • Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
  • Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
