Job summary

T BAILEY LLC in Anacortes, WA is hiring a Billing & Compliance Specialist who will own the financial side of construction projects, manage Schedule of Values, bonding, certified payroll, and subcontractor compliance, and coordinate with project managers and owners to avoid billing issues. This is an office role with occasional site exposure.

Qualifications

  • Experience with construction billing practices such as Schedule of Values, payment applications, retainage, and change order administration.
  • Familiarity with public works compliance requirements including certified payroll, prevailing wage, and related documentation.
  • Ability to read and interpret construction contracts, subcontracts, and purchase orders.

Responsibilities

  • Prepare and distribute monthly project billings with SOV maintenance and supporting documentation.
  • Coordinate with Project Managers to align subcontractor billings with owner billings to prevent under/over-billing.
  • Track payments, follow up on past-due receivables, and monitor subcontractor entries and releases.
  • Maintain bonding documentation and track active/expired bonds and releases.
  • Collect and verify certified payroll reports and related compliance documents (SIOP/WA affidavits).
  • Ensure subcontractor compliance tracking (insurance, licenses, workers' comp, SAM.gov) and authorize payments.
  • Coordinate change order pricing and schedule impacts with lower-tier subs.

Job description

You know construction billing. Not just the invoicing - though you know that too. You've built a Schedule of Values that actually holds up through a project, caught the pay application that didn't match the contract before it went out the door, and kept a bonding spreadsheet nobody has to double-check. You've done the compliance paperwork and the payment tracking, but your real value is in catching the problem before it becomes a past-due receivable, a lapsed bond, or a payment release that got authorized too soon.

What you're looking for now is different.

You want to be embedded in a company that actually builds things - heavy industrial, structural steel, field-erected tanks - where the billing and compliance work isn't detached from the field. You want to work with Project Managers who care about getting the numbers right the first time. You want ownership over the financial side of a project, not just data entry.

We're a heavy civil and industrial contractor based in Anacortes, Washington. We self-perform critical scopes, fabricate in-house, and take on complex work - field-erected steel tanks, structural steel, and civil infrastructure. We've been doing it since 1991, and the standard here is high. Getting billings, bonding, and compliance right is part of how we protect that standard, and we need someone who gets that.

What The Role Actually Looks Like

This isn't a back-office data-entry role. It's not just processing what lands on your desk. You'll manage billing, bonding, subcontractor compliance, certified payroll, and project financial documentation across our construction projects - and you'll be forward-facing with the people who matter: project Owners, other General Contractors, Engineers, and our lower-tier Subcontractors and Suppliers.

On any given month, you'll:

  • Prepare and distribute monthly project billings, including Schedule of Values (SOV) maintenance, supporting documentation, and submission to customers
  • Coordinate with Project Managers to keep subcontractor billings aligned with outgoing owner billings, so the company is never under- or over-billed
  • Track incoming payments, follow up on past-due receivables, and monitor subcontractor payment entries and releases
  • Order and track performance, payment, retainage, and bid bonds - and keep a bonding spreadsheet that actually reflects what's active, expiring, and owed
  • Collect, verify, and distribute certified payroll reports, and file the Statements of Intent to Pay Prevailing Wages and Affidavits of Wages Paid that keep public works payments moving on Washington projects
  • Maintain subcontractor compliance tracking - insurance certificates, licenses, workers' compensation coverage, executed subcontracts, and SAM.gov verification - and authorize payment releases accordingly
  • Coordinate change order pricing, schedule impacts, and documentation with lower-tier subcontractors before anything gets executed
  • Manage the financial and compliance components of project setup and closeout, including final lien releases, retainage documentation, and bond releases

While this is primarily an office role, you'll occasionally be out in the shop, the coatings facility, or on a job site - comfortable with stairs, ladders, and PPE when the work calls for it.

The Contract Administrator Team

You'll coordinate closely on project setup, subcontracts, change orders, and compliance documentation - two functions that only work well when they're in sync.

Owners, GCs, Engineers, Subcontractors & Suppliers

You'll be forward-facing with project Owners, other General Contractors, Engineers, and our lower-tier Subcontractors and Suppliers - the person they call when they need a payment status, a compliance document, or a straight answer.

What You Bring
  • Experience with construction billing practices - Schedule of Values, payment application formats, lump sum and unit-priced contracts, retainage, and change order administration preferred
  • Familiarity with public works compliance requirements - certified payroll, prevailing wage regulations, Statements of Intent, Affidavits of Wages Paid, and related documentation preferred
  • Ability to read and interpret construction contracts, subcontracts, and purchase orders
  • Strong organizational skills - you manage multiple active projects and deadlines without letting anything slip
  • High attention to detail and commitment to accuracy in financial documentation
  • Strong written and verbal communication skills, with internal staff and outside contacts alike
  • Ability to work independently and exercise sound judgment in identifying and escalating issues before they become problems
  • Proficiency with Microsoft Office Suite (Excel, Outlook, Word); construction accounting software experience a plus (Sage CRE or equivalent)
  • Associate's or Bachelor's degree in Accounting, Business Administration, Construction Management, Finance, or a related field, or an equivalent combination of education and experience
