Job summary

Position Overview

The Configuration Manager supports daily program operations and provides configuration governance, technical baseline control, quality control, technical-document management, engineering-change coordination, deliverable tracking, and performance reporting for the DAF FM Enterprise Cybersecurity and FMWorkFlow (FMWF) engineering-support mission. The position supports the Program Manager and may act for the Program Manager when designated. The role helps ensure configuration integrity, change-control discipline, technical traceability, quality of deliverables, and alignment with Government QASP objectives.



Qualifications

General Professional Requirements



  • Operate effectively in a mission-critical financial-system environment requiring high availability, configuration integrity, and compliance with Air Force cybersecurity mandates.

  • Communicate effectively with SAF/FM, AFIMSC, AFFSO, Government customers, system owners, program offices, engineers, database personnel, system administrators, cybersecurity personnel, and senior leadership.

  • Prepare accurate, timely, controlled, and Section 508-compliant documentation and deliverables.

  • Comply with military-installation rules, physical-security procedures, Government-resource restrictions, consent-to-monitoring requirements, and applicable access-control procedures.

  • Protect Government information and Personally Identifiable Information (PII) in accordance with applicable PWS requirements, including NIST SP 800-122 and the Privacy Act.

  • Immediately report known or suspected security violations or incidents through required channels and assist Government security-related inquiries or investigations as directed.

  • Experience supporting configuration audits, engineering reviews, release readiness, corrective-action tracking, and post-deployment validation is strongly preferred.



Essential Duties & Responsibilities


  • Maintain the configuration-management framework, configuration records, and approved technical baselines for applicable FMWF environments and assets.

  • Coordinate engineering-change packages and maintain end-to-end traceability from change request and impact analysis through approval, implementation, testing, validation, documentation, and baseline update.

  • Coordinate, document, track, and validate configuration changes associated with enterprise patches, updates, enhancements, system modifications, IAVAs, TCNOs, NOTAMs, and related mission or security directives.

  • Track and verify implementation of IAVA, TCNO, and related directives within prescribed timelines.

  • Maintain configuration-management controls for development and test assets, including controlled configuration states, patch validation, release controls, and configuration documentation.

  • Support engineering validation of patches, updates, enhancements, and system modifications before production release and verify production readiness prior to deployment.

  • Conduct or coordinate configuration audits and post-deployment reviews to verify approved implementation, documentation accuracy, configuration baseline integrity, and technical performance following configuration changes.

  • Support configuration-related root-cause analysis for discrepancies, failed changes, audit findings, baseline deviations, or performance degradation; track corrective actions through validated closure.

  • Coordinate configuration, release, change-control, and quality activities across infrastructure, database, cybersecurity, systems administration, development/test, and program-management functions.

  • Support configuration management, documentation, baseline control, and change tracking associated with Continuity of Operations (COOP) testing and deployment activities.

  • Support implementation and short-term sustainment of newly deployed capabilities by ensuring changes, baselines, records, and validation results are properly controlled and documented.

  • Mantain document naming conventions, controlled repositories, version control, approval records, audit traceability, and technical-document governance.

  • Support the Integrated Master Schedule (IMS), risk register, resource/staffing planning, action-item log, workload coordination, and deliverable schedule.

  • Develop, maintain, and update the contractor's Quality Control Plan (QCP) and define measurable quality-control metrics aligned with QASP objectives.

  • Conduct internal quality reviews before submission of technical and administrative deliverables and support Government QASP surveillance, technical reviews, readiness reviews, configuration audits, and performance validation.

  • Review status reports, cybersecurity/compliance artifacts, configuration-audit results, performance metrics, and corrective-action status for completeness, traceability, and quality.

  • Prepare QCP updates, configuration/performance summaries, and other program-management or quality documentation for Government review.

  • Coordinate applicable administrative deliverables, including the Master Personnel List, CAC status reports, GFP status reports, employee NDAs, and related contract records.

  • Ensure configuration-management records, repositories, and deliverables are handled consistent with applicable Air Force security requirements, PII safeguards, Privacy Act requirements, Section 508 requirements, and Government information-handling rules.

Relevant Enterprise Technologies

Candidates should be comfortable working in an enterprise environment involving technologies identified by the PWS, including Windows and Linux systems, Active Directory, Nutanix virtualization, DB2 databases, IBM WebSphere middleware, and controlled development/test environments. Familiarity with enterprise configuration, ticketing, version-control, endpoint-management, or change-management tools is beneficial; specific commercial tools should not be treated as PWS-mandated unless directed by the Government.



RMF / Security / Compliance Knowledge


  • Working knowledge of RMF lifecycle support and cybersecurity compliance environments.

  • Understanding of secure baseline management, vulnerability-remediation/change coordination, configuration audits, and compliance traceability.

  • Ability to support configuration and quality activities associated with cybersecurity artifacts and authorization lifecycle activities.

  • Knowledge of applicable DoD/Air Force security directives and STIG-driven configuration requirements relevant to assigned systems.

  • Ability to safeguard PII and Government information and comply with Privacy Act, Section 508, and installation security requirements.



Security, Access & Training Requirements


  • Obtain and maintain required Government suitability/security determinations and comply with the DD254 and local security requirements.

  • Complete Air Force-mandated Information Assurance Awareness Training before access to Government computing resources.

  • Complete and maintain required DD Form 2875 System Authorization Access Request documentation for applicable EAFB/WPAFB network access.

  • Obtain and properly display required CAC, Restricted Area Badge, contractor identification, or other installation credentials as applicable.

  • Use Government systems, networks, equipment, and resources for authorized official business only and acknowledge Government monitoring requirements.

  • Complete required Contractor Employee Non-Disclosure Agreement and any Government-mandated specialized training applicable to assigned duties.



Preferred Experience


  • Air Force enterprise systems or financial-management systems.

  • AFFSO, SAF/FM, AFIMSC, or comparable DoD program-office environments.

  • FMWF or comparable mission-critical financial systems.
