Leidos is seeking a Configuration Management Specialist to support the National Digital Exploitation & OSINT Center (NDOC). This role is responsible for establishing, implementing, and maintaining Configuration Management (CM) processes for developmental and operational systems throughout the system lifecycle, from initial requirements and capability baselines through system end-of-life. The individual will work closely with engineering, developmental, operational, logistics, and Government teams to establish and maintain configuration baselines, manage change control, conduct configuration audits, maintain technical documentation, and ensure compliance with customer and program requirements. The Configuration Management Specialist will develop and implement CM plans, policies, procedures, standards, and processes; leverage automated configuration management tools; coordinate software release management; and provide technical guidance, training, and process improvement recommendations. The individual will also support configuration tracking, risk management, technical engagements, and reporting to promote system integrity, operational effectiveness, and mission success. This is a 100% on-site position. All work must be performed at the customer site in Bethesda at the Intelligence Community Campus.

Primary Responsibilities
  • Develop, implement, and maintain Configuration Management plans, policies, procedures, standards, and baselines for developmental and operational systems throughout the system lifecycle.
  • Manage configuration items and change control processes, including evaluating proposed changes, assessing impacts, coordinating stakeholder reviews, documenting decisions, and updating approved baselines.
  • Conduct configuration audits and baseline assessments to verify the accuracy, completeness, and integrity of system configurations, technical documentation, and project artifacts.
  • Recommend and implement automated configuration management tools, version control solutions, and centralized repositories to support configuration tracking, documentation, and reporting.

  • Develop and maintain technical documentation, SOPs, configuration records, change logs, project artifacts, and knowledge bases documenting system changes, outages, and technical decisions.
  • Develop and maintain an Internet Protocol Address Management (IPAM) system in coordination with technical teams, as required.
  • Identify and mitigate configuration management risks and issues; develop reports, metrics, and briefings; and implement process improvements to support program objectives and operational effectiveness.
  • Provide training, mentoring, and technical guidance on configuration management processes, tools, and best practices while coordinating priorities and promoting collaboration across teams.
Basic Qualifications

  • Additional years of relevant experience may be considered in lieu of a degree.
  • Demonstrated experience supporting Configuration Management in a large, complex, or Government environment, including managing hardware and software configuration baselines.
  • Experience with change control, configuration audits, baseline assessments, technical documentation, and configuration management throughout the system lifecycle.
  • Experience developing CM plans, policies, procedures, SOPs, and process improvements, along with familiarity with automated configuration management and version control tools.
  • Familiarity with ITIL practices related to Configuration Management, risk and issue management, and project planning.
  • Strong analytical, organizational, and problem‑solving skills, with attention to detail and the ability to prioritize tasks in a dynamic environment.
  • Excellent oral and written communication skills, including the ability to collaborate across technical teams and prepare documentation, reports, and briefings for Government and senior program stakeholders.
Preferred Qualifications
  • Experience serving as a Configuration Management Lead, Configuration Manager, or senior technical subject matter expert supporting the Intelligence Community, Department of Defense, Federal Government, or another highly regulated environment.
  • Experience with Configuration Management Databases (CMDBs), enterprise configuration management tools, IP Address Management (IPAM) systems, and version control tools such as Git, Subversion, or CVS.
  • Familiarity with ITIL, Lean Six Sigma, or other Configuration Management and process improvement methodologies or certifications.
