The primary responsibility is to provide strategic and operational leadership to the Network Infrastructure team in managing, securing, and optimizing the Maryland Health Benefit Exchange enterprise Active Directory and hybrid‑cloud network infrastructure. This position is directly responsible for maintaining the operational integrity, high availability, and security of on‑premises Juniper and Fortinet hardware alongside advanced AWS cloud networking architectures—including AWS Transit Gateway, Direct Connect, and Route 53. It ensures connectivity for critical HBX application workloads that process or support Medicaid and Qualified Health Plans under the Affordable Care Act. This is achieved through expert administration of identity and access management (Active Directory/ADFS), core network services (DNS), and advanced cloud security frameworks, including Zscaler Zero Trust Network Access (ZTNA). In addition, it drives strategic planning to align complex network and cloud topologies with MHBE’s overarching IT objectives, collaborating closely with internal engineering cohorts and external state agencies to facilitate robust intra‑ and inter‑agency connectivity while enforcing strict regulatory and security compliance standards to safeguard sensitive consumer data. This position demands a sophisticated blend of hands‑on expertise in hybrid network engineering, cloud architecture, and proven technical leadership.
