Qualifications

Job description

The Department of Financial Planning & Analysis (DFPA) is seeking a Computer Associate (Software), L2 to work in the Budget Control and Coordination (BCC) division. The BCC division is responsible for specialized technical support, software maintenance, and report development of our financial system. The implementation of the Hyperion System has increased accuracy and transparency of reporting.

Some of the key responsibilities include
  • Assist in managing the Authority's Operating and/or Capital budget, including technical budgetary exercises.
  • Assist in evaluating technical proposals and estimating the impact of management decisions and policies.
  • Provide technical assistance in the preparation of the Authority's Operating, Revenue and/or Capital Budgets, consistent with the priorities of the Authority's Executive Management.
  • Identify and recommend solutions to operational issues having an impact on the Authority.
  • Generate ideas to improve existing programs, find new ways to make Budget exercises more efficient.
  • Maintain MS Access and SQL Databases including updating and creating Queries to help team perform ad-hoc analysis for upper management.
  • Responsible for running oracle processes for the bi-weekly payroll to post in GL.
  • Maintain Oracle Hyperion planning.
  • Work with Hyperion to import and extract data; Create and update Hyperion calcs, forms, and reports to assist team with Budgetary exercises and analysis.
  • Maintain and troubleshoot issues with ODI integrations between Hyperion and other systems.
  • Provide technical support and SmartView assistance.
  • Maintain integrity of system by doing routine reconciliation of system data.
  • Create technical training material for inner and outer departments on technical processes as well as doing live training.
  • Have experience working with Visual Basis and SQL along with Microsoft Office (Word, PowerPoint, Access, Excel, Outlook).
  • Maintain department web pages.
  • Provide and convert data from Hyperion to be loaded into U.S. Department of Housing and Urban Development (HUD) - Energy and Performance Information Center (EPIC) reporting system.

Minimum qualifications
  • A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full‑time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or
  • A four‑year high school diploma or its educational equivalent and five years of satisfactory full‑time computer software experience as described in "1" above; or
  • Education and or/or experience equivalent to "1" or "2" above. College education may be substituted for up to two years of the required experience in "2" above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four‑year high school diploma or its educational equivalent and at least one year of satisfactory full‑time experience as described in "1" above.
Preferred skills
  • Hyperion Planning & Essbase: ability to write and maintain Calc Scripts, Business Rules, and batch scripts. Familiarity with automation tools helps streamline repetitive tasks. Proficiency with Smart View (the Excel‑based interface), Financial Reporting Studio, and managing metadata hierarchies. Experience with data integration tools to pull information from various ERP systems is also critical.
  • SQL Infrastructure & Database: understanding of relational databases (SQL database) is essential for querying, troubleshooting, and backend management.
  • VBA for Microsoft Access: Knowing how to programmatically manipulate Access‑specific objects like Forms, Reports, Controls, and the Application object itself.
  • Core Web Page: C# or Visual Basis (VB) Proficiency; ASP.NET Core; Data Access (Entity Framework Core).
  • Skilled in applications development, systems development, database administration, network administration and data processing.
  • Understanding of budgeting and planning processes.
  • Strong analytical skills.
  • Strong interpersonal, managerial and organizational skills are required.
