Job Summary

Position is responsible for providing compliance support, grant accounting and technical support to the Executive Director of Special Education and Student Support Services and the Director of Special Education. This position serves as a liaison between the Office of Special Education and Student Support Services (OSESS) and Budget and Finance in grant budget development, financial reporting and management of local, state and federal funds related to special education and student support services activities.

Minimum Qualifications (Knowledge, Skills and/or Abilities Required)

Associate’s degree in Business or other related field or any equivalent combination of experience, training and education. Working knowledge of OMB uniform Guidance for Federal Awards preferred. Must have experience in analyzing data, interpreting information, and providing logical conclusions and projections. Must possess knowledge of executive level support service management and be able to work under minimal supervision. Must have ability to exercise professional decorum. Must possess excellent organizational, problem solving and time management skills, with the ability to prioritize tasks and meet deadlines in a fast paced environment. and the ability to handle details accurately. Ability to work effectively and maintain composure under pressure of short deadlines. Proficient in filing and documentation management, electronic and paper-based. Must develop and maintain a strong knowledge base in Special Education law, due process, programs, services, best practices, and other related areas. Must possess the ability to establish and maintain effective working relationships.

Essential Duties

  • Performs a variety of activities for supervisor and assigned staff such as composing replies to correspondence on own initiative, responding to inquiries from a variety of sources, summarizing reports and information to facilitate review by superior and investigating, evaluating and resolving problems within scope of position.
  • Researches, summarizes and analyzes information; and compiles data to prepare special and recurring reports containing specialized or sensitive information following general direction of supervisor or assigned staff; selects relevant information from a variety of sources.
  • Establishes administrative structure (i.e. set up spreadsheets, electronic and paper files, and fiscal reporting calendar) for the successful operation of the OSESS.
  • Tracks and monitors all student activity and related expenditures and revenue associated with the New Horizons Regional Education Center, St. Mary’s, and the Children’s Services Act (CSA) program.
  • Facilitates the completion of state-required reports and data collections related to the special education program.
  • Monitors compliance of all special education grants, including application, reporting and fiscal management in accordance with all applicable rules and regulations. Prepares grant reimbursements, budget amendments, and carryover requests for submission to appropriate governmental unit in compliance with guidelines established in each grant award.
  • Monitors timelines and deadlines associated with grant spending and ensures the accurate closing and balance of all grant accounts.
  • Provides support and technical assistance to OSESS Directors and Supervisors to ensure compliance with grant spending guidelines.
  • Maintains and tracks budgets for department; monitors expenditures and performs analysis on accounts; prepares both special and recurring reports for supervisor or assigned staff.
  • Stays abreast of current regulations and procedures related to special education; including the Individuals with Disabilities Education Act (IDEA), regulations and applicable local guidelines.
  • Coordinate with internal departments, such as finance, budget, procurement and payroll, to ensure alignment and compliance with division policies and procedures.
  • Supports the Synergy Special Education Help Desk by providing technical assistance related to special education compliance.
  • Performs other such duties as may be required.
  • Models non-discriminatory practices in activities.
