Job summary

The State of Illinois, Department of Labor, seeks a Compliance Officer to assist the Compliance and Investigations Manager in the Fair Labor Standards Division. The role focuses on recovering unpaid wages and applying applicable labor laws across the state.

You will travel to employer sites, audit records, review compliance with labor laws, and interview parties to determine validity of issues. A strong background in accounting and investigation is essential.

Qualifications

  • Two years of college with coursework in accounting or business mathematics or a related field.
  • One year experience in bookkeeping, accounting, or a related field.
  • Two years of experience with accounting or auditing methods, procedures, and techniques.
  • Two years of experience with labor and employment policies or laws, such as minimum wage and overtime law, meal and rest break laws, child labor, and/or staffing agency regulation.
  • One year of experience writing investigative or analytical reports.

Responsibilities

  • Travels to employer work sites throughout the State, primarily in the Northern Region of the State.
  • Audits the records to establish information adequate to determine a dollar figure using straight salary rates, one and a half time rates, applicable commissions, meal allowances and gratuities.
  • Reviews additional records of employers to determine compliance with various labor laws enforced by the Department including, but not limited to, Child Labor, One Day Rest in Seven Act, Consumer Coverage Disclosure Act, Job Opportunities for Qualified Applicants, Day and Temporary Labor Service Act, Private Employment Act, Nurse Agencies Licensing Act and Wage Payment and Collection Act.
  • Interviews employers and employees to determine the validity of records being audited and alleged complaints being filed, the status of employees as to coverage under the applicable laws and application of exemptions to employers and employees.
  • Utilizing a laptop computer, writes complete, accurate and documented inspection reports to be used in determining the need for possible court action.
  • Provides information and training to new field personnel and presentations to interested parties.
  • Discusses with school officials their duties and obligations under the Child Labor Laws and briefs them on the laws’ procedures and impact on minor workers.

Position Overview

Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to the completion of two years of college with coursework in accounting, business mathematics or a related field.
  • Requires one year experience in bookkeeping, accounting, or a related field.
Preferred Qualifications
  • Two (2) years of experience with accounting or auditing methods, procedures, and techniques.
  • Two (2) years of experience with labor and employment policies or laws, such as minimum wage and overtime law, meal and rest break laws, child labor, and/or staffing agency regulation.
  • Two (2) years of experience with investigative and inspection methods, techniques, and practices.
  • One (1) year of experience writing investigative or analytical reports.
Conditions of Employment
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing, or involves sitting most of the time with some pushing and pulling of arm or leg controls.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
