Job summary

Compliance Manager

The Compliance Manager is responsible for supporting regulatory and operational compliance across District Cannabis cultivation, operational, and retail locations in Washington, DC and Maryland. This position conducts compliance audits, evaluates inventory and operational controls, supports investigations and regulatory readiness, identifies compliance risks and discrepancies, and partners with site leadership on training and corrective actions to promote compliance with applicable laws, regulations, licensing requirements, company policies, and standard operating procedures.

Your role in caring for our company:

The essential functions include, but are not limited to the following:

Compliance Audits and Monitoring

• Conduct scheduled, risk-based, and spot compliance audits across District Cannabis cultivation facilities, operational sites, and retail dispensaries in Washington, DC and Maryland.
• Review operational practices, internal controls, and required documentation to identify compliance risks, recurring issues, and control gaps and recommend appropriate corrective actions or process improvements.
• Support facility readiness for internal and external regulatory inspections.
• Conduct inventory audits by comparing physical counts, METRC, POS, and supporting records to verify accuracy and identify potential compliance issues.
• Review inventory adjustments, transactions, transfers, and system activity for accuracy, discrepancies, and potential compliance concerns.
• Review product and item configurations within METRC and the POS that may impact inventory reporting, purchase limits, medical allotments, or transaction accuracy.
• Audit required operational and compliance records, including visitor logs, calibration logs, inventory records, waste documentation, and other applicable facility records, to verify they are complete, accurate, timely, and maintained in accordance with applicable requirements and company procedures.
• Maintain accurate, organized, and confidential records of audits, findings, investigations, and corrective actions.
• Support investigations involving discrepancies, transaction irregularities, documentation concerns, or other potential compliance matters by reviewing relevant records, system activity, physical inventory, and supporting documentation to assist in identifying root causes.
• Document findings, recommend corrective actions, and follow up with responsible leaders to help ensure identified issues are appropriately addressed.
• Escalate significant, recurring, or unresolved compliance concerns to appropriate leadership.
• Partner with managers and other leaders to strengthen compliance practices across District Cannabis.
• Provide compliance guidance, coaching, and training based on audit findings, recurring issues, operational needs, and regulatory changes.
• Maintain working knowledge of applicable Washington, DC and Maryland cannabis laws, regulations, licensing requirements, and regulatory guidance.
• Monitor regulatory changes and partner with appropriate stakeholders to incorporate applicable requirements into company procedures and operational practices.

Qualifications we ask you to have:

• For legal reasons, all employees need to be at least 21 years of age.
• You will be asked to pass a Federal and State criminal history background check.
• We ask that you have an Bachelor's degree in Business or related field
• Minimum of five (5) years of operations management experience in a multi-site or regulated environment.
• Three (3) to five (5) years of experience in compliance, auditing, regulatory operations, cannabis operations, investigations, or a related field.
• Experience conducting audits, reviewing records, reconciling inventory or data, and identifying discrepancies or areas of risk.
• Strong analytical, investigative, organizational, and problem-solving skills.
• Strong attention to detail with the ability to identify trends, inconsistencies, and potential compliance risks.
• Ability to exercise sound judgment, maintain confidentiality, and objectively document compliance findings.
• Ability to independently manage multiple audits, investigations, corrective actions, and priorities across multiple locations.
• Ability to regularly travel between assigned District Cannabis facilities in Washington, DC and Maryland.

Work Schedule/Location:

• On-site to include travel to both Washington, DC and Maryland facilities.
