Job summary

Qualifications

  • Bachelor's degree in accounting, finance, public administration or related field.
  • Five+ years of experience in accounting, procurement management and/or grant administration.
  • Two+ years of government, grant administration and procurement experience preferred.

Compliance Manager

General Definition of Work

Performs difficult skilled administrative work assisting departments with grant administration and compliance and assisting departments with adherence to federal, state, and local procurement laws, regulations, and policies, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Finance.

Essential Functions

Maintains current knowledge of federal, state, and local laws, regulations, and policies as it relates to grants, including participating in relevant training.

Serves as primary point of contact in federal and state grant reporting portals and assigns users and roles in accordance with portal guidelines.

Maintains awareness of available grant opportunities and notifies departments. Maintains relationships with departments to determine appropriate grant opportunities.

Assists departments in developing budgets and completing grant applications, ensuring that requirements and deadlines are met; assists departments after grants awarded with compliance, financial and operational reporting, reimbursement requests, records maintenance, close-out procedures, and related matters.

May serve as a liaison between departments and granting agencies.

Assists with any County-wide or grant specific audits and works with related departments, including preparation of the Schedule of Expenditures of Federal Awards. Reviews and evaluates audit findings, process gaps, compliance risks, and adherence to relevant policies and procedures.

Performs on-site internal audits of awarded grants to ensure compliance with federal, state, and local laws, regulations, and policies.

Prepare reports of grant activity for Administration, as requested.

Maintains current knowledge of federal, state, and local procurement laws, regulations, and policies, including participating in relevant training. Interprets procurement regulations and develops policies and processes.

Assists departments with procurement procedures, including determining the most appropriate process given the nature of the procurement, request for proposal and request for qualification templates, timelines, advertising, evaluation procedures, and other related matters.

Reviews and recommends updates to policies, templates, and processes related to grants and procurement to ensure the standards of transparency, fairness, accountability, and audit readiness are met.

Conducts training for departments related to grant policies and compliance, use of grant portals, grant budgets, and related topics, as well as procurement policies, processes, and compliance.

Serves as primary point of contact for all Open Records Requests received related to the Finance Department and assigns the requests to the appropriate Finance staff, ensuring requests are closed out timely in accordance with federal, state, and local laws, regulations, and policies.

Completes special projects as assigned.

Knowledge, Skills and Abilities

Thorough knowledge of theories, principles, practices and techniques of business or public administration with emphasis in accounting methods, budgeting, procurement, contracting and reporting; Thorough knowledge of the theory, principles, methods and practices of generally accepted accounting principles and Government Accounting Standards Board statements; thorough knowledge of the laws, ordinances and regulations governing financial matters; thorough knowledge of modern office methods, practices and equipment; ability to prepare and maintain complex financial reports and records; skill in developing and ability to maintain effective and efficient record-keeping systems; ability to analyze and evaluate complex financial systems; ability to express complex and technical ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with elected officials, external agencies, associates and the general public.

Education and Experience

Bachelor's degree with coursework in accounting, finance, public administration or related field and five years or more of experience in accounting, procurement management and/or grant administration required. Two years or more of experience in government, grant administration and procurement preferred.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; no special vocal communication skills are required; no special hearing perception is required; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a quiet location (e.g. library, private offices).

Special Requirements

Favorable background history as determined by review of local, State and Federal records.

Valid driver's license in the State of Georgia with a favorable driving history (MVR).
