Job summary

Bedrock Property Management is seeking a Compliance Field Specialist to provide hands-on affordable housing compliance support across our property portfolio. The role travels extensively to assist with annual and interim recertifications, file corrections, lease-up support, and audit preparation.

This position acts as a subject‑matter expert for LIHTC, HUD, HOME, Rural Development and other programs, collaborating with on-site management to ensure accurate documentation and timely compliance.

Qualifications

  • Minimum of three (3) years of affordable housing property management or compliance experience.
  • Experience completing affordable housing recertifications.
  • Working knowledge of LIHTC, HUD, HOME, and Project‑Based Section 8.
  • COS/HCCP/TCS/SHCM or similar affordable housing certification.

Responsibilities

  • Provide on-site affordable housing compliance support across communities.
  • Complete annual and interim recertifications per program deadlines.
  • Coordinate resident interviews and gather income/assets documentation.
  • Obtain third-party verifications and maintain complete resident files.
  • Calculate incomes, assets, rents, and allowances per program rules.
  • Review files for regulatory compliance and correct deficiencies.
  • Assist with lease-up activities and initial certifications.
  • Prepare communities for audits by agencies, investors, and owners.
  • Monitor deadlines and maintain accurate records in PM and compliance software.

POSITION SUMMARY:

Bedrock's Compliance Field Specialist provides hands-on affordable housing compliance support across the company's property portfolio. This position travels extensively to communities requiring assistance with compliance operations, including annual and interim recertifications, file corrections, lease-up support, audit preparation, and regulatory compliance initiatives.


The Compliance Field Specialist serves as a subject matter expert and works closely with on-site management teams to ensure compliance with all applicable affordable housing regulations, including LIHTC, HUD, HOME, Rural Development, and other federal, state, and local affordable housing programs. This position requires frequent travel (approximately 75% or more) and the ability to quickly assess property needs while delivering accurate, timely compliance support.

ESSENTIAL JOB FUNCTIONS:


  • Travel to assigned communities to provide on‑site affordable housing compliance support.

  • Complete annual and interim resident recertifications in accordance with program requirements and regulatory deadlines.

  • Conduct resident interviews and collect all required documentation for income, assets, household composition, and eligibility.

  • Obtain and process third‑party verifications while ensuring complete and accurate resident files.

  • Calculate household income, assets, rent, and utility allowances in accordance with applicable program regulations.

  • Review and correct resident files to ensure compliance with company policies and regulatory agency requirements.

  • Assist properties in eliminating recertification backlogs and maintaining ongoing compliance.

  • Support lease‑up activities, including applicant eligibility reviews and initial certifications, as assigned.

  • Prepare communities for agency, investor, owner, and internal compliance audits.

  • Perform compliance file reviews and identify deficiencies requiring corrective action.

  • Partner with Community Directors and site teams to resolve compliance issues promptly.

  • Provide guidance and coaching to on‑site teams regarding compliance procedures, documentation standards, and regulatory requirements.

  • Monitor compliance deadlines and ensure timely completion of required certifications.

  • Maintain accurate records within property management and compliance software systems.

  • Communicate property compliance status and recommendations to Compliance leadership.

  • Stay current on changes to affordable housing regulations and company policies.

  • Maintain confidentiality of resident information and company records.

  • Perform other compliance‑related duties and special projects as assigned.

  • Perform all other duties, as assigned.


SPECIFIC EDUCATION OR EXPERIENCE:


  • Minimum of three (3) years of affordable housing property management or compliance experience.

  • Demonstrated experience completing affordable housing recertifications.

  • Working knowledge of one or more affordable housing programs, including:


    • Low‑Income Housing Tax Credit (LIHTC)

    • HUD

    • HOME

    • Project‑Based Section 8


  • Certified Occupancy Specialist (COS), Housing Credit Certified Professional (HCCP), Tax Credit Specialist (TCS), Specialist in Housing Credit Management (SHCM), or similar affordable housing certification.

  • Experience with Yardi, RealPage, ResMan, OneSite, or similar property management software.

  • Multi‑state affordable housing compliance experience.

  • Experience supporting lease‑ups, acquisitions, or compliance audits.


PHYSICAL DEMANDS AND WORK ENVIRONMENT:


  • Frequently sit, stand and walk.

  • Regularly required to talk or hear.

  • Frequently required to use hands or fingers to handle or feel objects, tools or controls.

  • Occasionally required to climb or balance, stoop, kneel, crouch or crawl.

  • Occasionally lift and/or move up to 25 pounds.

  • Vision abilities to include close vision, distance vision, peripheral vision and the ability to adjust focus.

  • The noise level in the work environment is usually moderate.

  • Temperature in the workplace is typically moderate, though the ability to withstand seasonal cold and heat of the outdoors is necessary.


TRAVEL REQUIREMENTS:


  • Travel anywhere from 75% - 100% of the time.
