Job summary

Neurocrine Biosciences is seeking a Compliance Counsel to serve as a compliance advisor and business partner across corporate and shared service functions. The role delivers practical guidance, training, and monitoring to ensure adherence to policies, procedures, and risk controls.

The position requires a JD and 6+ years of healthcare compliance experience, with knowledge of fraud and abuse laws, trade compliance, and GCP/GMP.

About The Role

The Compliance Counsel serves as a compliance advisor and business partner supporting the company’s corporate and shared service functions. The role provides strategic and practical counsel on complex compliance matters within defined areas of responsibility. Delivers practical, business-oriented compliance advice; integrates compliance and ethics requirements into business processes; develops and delivers training, communications, and guidance tailored to employee roles, risk areas, and business needs; and conducts monitoring to evaluate adherence to policies, procedures, controls, partnering with senior Compliance and Legal leadership as appropriate.

Your Contributions (include, But Are Not Limited To)

Compliance Advice & Execution

• Provides clear, practical compliance advice and risk guidance to commercial and medical business partners on complex matters within assigned franchise
• Advises on corporate activities and functions, including Clinical Operations, Human Resources, Finance and Accounting, Corporate Communications, Patient Advocacy (pipeline), Drug Safety/Pharmacovigilance, Trade Compliance, Quality, and other non-commercial functions. Commercial and Medical activities, including HCP/HCO interactions, peer-to-peer speaker programs
• Shapes compliant business execution by providing proactive guidance and practical risk-based solutions

Business Partnership

• Collaborates with internal stakeholders to understand business needs and provides responsive compliance support
• Serves as a day-to-day Compliance business partner for assigned function and builds strong relationships with corporate business partners
• Independently assesses complex and high-risk matters and engages senior Compliance or Legal leadership when issues have significant enterprise, precedent-setting, strategic, or reputational implications

Monitoring, Coaching & Remediation

• Identifies risk-based monitoring priorities and conducts monitoring activities for assigned business functions
• Provides timely coaching and feedback based on observations and partners with stakeholders on appropriate remediation and follow-up

Compliance & Risk Awareness

• Proactively identifies and assesses compliance risks associated with business activities and recommends appropriate risk mitigation strategies
• Stays current on relevant legal, regulatory and industry developments

Operational Support

• Develops and delivers training, communications, and guidance tailored to employee roles, risk areas, and business needs
• Supports the development and implementation of compliance policies, procedures, guidance, and other compliance resources
• Collaborates with Legal and other Compliance functions to provide coordinated support to assigned franchise
• Performs other duties as assigned

Requirements

• Juris Doctor (JD) degree and typically 6+ years of relevant legal and/or healthcare compliance experience. Experience in the pharmaceutical, biotechnology, medical device, or life sciences industry preferred. Active license to practice law in any U.S. state
• In-depth knowledge of applicable healthcare compliance requirements and demonstrated ability to apply them to complex commercial and medical activities
• Knowledge of healthcare fraud and abuse laws, trade compliance laws, good clinical practices, good manufacturing practices, and other applicable laws and regulations
• Knowledge of compliance considerations applicable to pharmaceutical corporate and healthcare compliance risks across HR, Finance, Clinical, Quality, Safety, Corporate Communications, and other shared-service functions
• Knowledge of risk-based compliance program practices, including monitoring, remediation, training, and development of practical risk-mitigation strategies
• Demonstrated ability to provide practical, business-oriented compliance advice on complex issues
• Strong analytical and problem-solving skills, with demonstrated ability to assess ambiguous or complex issues, prioritize risk, and exercise sound judgment
• Strong communication, influencing, collaboration, and organizational skills, with demonstrated ability to manage multiple complex priorities and build effective relationships across functions and levels
• Demonstrated ability to operate independently, exercise sound judgment, and recognize matters requiring broader Legal, Compliance, or senior-leadership alignment

The annual base salary we reasonably expect to pay is $206,400.00-$282,000.00. Individual pay decisions depend on various factors, such as primary work location, complexity and responsibility of role, job duties/requirements, and relevant experience and skills. In addition, this position offers an annual bonus with a target of 30% of the earned base salary and eligibility to participate in our equity based long term incentive program.
