Job summary

HTU seeks a compliance expert in Oak Ridge, TN to lead government-built project compliance. You will enforce prevailing wage, union, and PLA requirements, and manage CPR submissions for workers and subs. The role requires coordination with a team of compliance professionals to meet project objectives.

You will maintain document control, perform cross-checks against project papers, and drive process improvements while upholding confidentiality. Local travel to project sites is expected.

Qualifications

• Strong knowledge of prevailing wage laws and agency requirements (federal/state/local).
• Experience generating, certifying, and submitting Certified Payroll Reports (CPRs).
• Ability to work under pressure in a fast-paced project team environment.
• Familiarity with FAR regulations is a plus.

Responsibilities

• Manage prevailing wage document collection and review for Clark and trade partners.
• Perform payroll cross-checks against project documents to ensure proper wage payments.
• Collaborate with project teams and leadership on process improvements and issue resolution.
• Assist with complex prevailing wage issues and investigations with third parties.
• Maintain confidentiality and compliance regarding sensitive information.
• Ensure partners meet worker utilization and small business subcontracting goals.
• Resolve internal audit findings promptly and support project start-up/close-out activities.

Your Role

Here's what you will be doing:

• Work with a team of compliance professionals to meet project compliance objectives.
• Enforce compliance with federal, state, and local prevailing wage laws, union, and PLA requirements.

• Manage prevailing wage document collection and review for Clark and trade partners.
• Perform detailed cross-checks of payroll submissions against project documents to ensure proper wage payments.
• Collaborate with project teams and corporate leadership on process improvements and issue resolution.
• Assist with complex prevailing wage issues and investigations with third parties.
• Maintain confidentiality and compliance regarding sensitive information.
• Ensure Clark and trade partners meet goals for worker utilization and small business subcontracting.
• Resolve internal audit report findings promptly.
• Manage project start-up and close-out compliance activities.
• Conduct weekly worker interviews on-site to ensure prevailing wage law compliance.
• Travel locally to one or more project sites as required.
• Perform other compliance-related duties as needed.
