Position Overview
SB ACT operates a growing portfolio of participant-facing community programs that connect individuals experiencing homelessness to services, stability, leadership opportunities, and long-term support. These programs include DayHab / Community Supports, the Lived Experience Working Group, the Lived Experience Advisory Board, and future community-based initiatives delivered at the FARO Center and through partner locations throughout Santa Barbara County.
The Community Services Manager provides both direct participant services and program leadership for SB ACT’s community programs portfolio. Initially, this position will maintain an active DayHab caseload and work directly with participants to identify goals, connect to resources, attend appointments, and build skills that support stability and community integration.
This role is also responsible for managing and strengthening SB ACT’s participant-facing programs, including program coordination, participant engagement, meeting facilitation, partner communication, and future program expansion.
As SB ACT grows, this position is expected to evolve from primarily direct service toward increased program leadership, supervision, quality assurance, and expansion of community-based services.
Key Responsibilities Community Programs Leadership
The Community Services Manager provides operational leadership for SB ACT’s portfolio of participant-facing programs, including:
- DayHab / Community Supports
- Lived Experience Working Group
- Lived Experience Advisory Board
- Additional community-based programs as assigned
Responsibilities include:
- Ensure programs operate consistently and in alignment with SB ACT’s mission and funding requirements.
- Develop, implement, and improve program workflows and participant experience.
- Monitor program performance and identify opportunities for improvement.
- Ensure assigned programs meet contractual, operational, and quality standards.
Direct Participant Services
- Maintain an active participant caseload through DayHab and other assigned programs.
- Complete participant assessments and develop individualized service goals.
- Meet regularly with participants to support progress toward housing stability, health, employment, and community integration.
- Assist participants in accessing benefits, healthcare, transportation, employment, identification documents, and other community resources.
- Maintain accurate and timely participant documentation consistent with program and funding requirements.
- Coordinate participant services with partner agencies and community providers.
Participant Leadership & Engagement
- Coordinate and facilitate the Lived Experience Working Group.
- Coordinate and facilitate the Lived Experience Advisory Board.
- Recruit, engage, and support participants in leadership opportunities.
- Foster meaningful participant feedback and incorporate lived experience into program development.
- Build pathways for participant leadership, volunteerism, and workforce development.
Community Partnerships & Program Expansion
- Develop and maintain relationships with partner agencies supporting assigned programs.
- Coordinate community-based service delivery at partner locations, including the Santa Barbara Rescue Mission and future program sites.
- Support expansion of DayHab and other community programs into additional locations throughout Santa Barbara County.
- Identify opportunities to improve collaboration and participant access across community partners.
Program Quality & Compliance
- Ensure DayHab, Community Supports, and other assigned programs meet funding and documentation requirements.
- Monitor participant outcomes and program performance.
- Coordinate with the Program & Systems Manager to ensure accurate reporting, documentation, and billing readiness.
- Identify operational risks or service gaps and recommend improvements.
- Participate in program evaluation and continuous quality improvement activities.
Strategic Alignment
- Support the Executive Director in executing organizational priorities.
- Provide visibility into program performance, risks, and bottlenecks.
- Ensure operational systems support SB ACT’s long-term growth and sustainability.
- Ensure systems and processes align with SB ACT’s operational and funding strategy.
- Support scaling efforts by building repeatable and reliable workflows.
The Community Services Manager has primary authority over the day-to-day operation of assigned community programs, including participant services, program coordination, community partnerships, and implementation of program activities.
Reporting Relationships
The Community Services Manager serves as the operational leader for SB ACT’s participant-facing community programs and works collaboratively across the organization to ensure participants receive coordinated, high-quality services.
This position works closely with:
- FARO Operations Manager to coordinate participant services delivered at the FARO Center and ensure alignment between daily center operations and community programming.
- Program & Systems Manager to ensure accurate documentation, reporting, program compliance, and operational consistency across assigned programs.
- Development & Finance Team to support program reporting, billing readiness, and grant or contract requirements.
- Community partners and service providers to coordinate participant services, referrals, and community-based programming.
- Participants, ambassadors, and individuals with lived experience to strengthen engagement, leadership development, and participant-centered program design.
The Community Services Manager reports directly to the Executive Director.
Qualifications & Experience
- Bachelor’s degree and/or minimum 5 years of relevant experience in human services, community programs, case management, behavioural health, social services, nonprofit program management, or related field.
- Demonstrated experience managing or coordinating community-based programs and participant services.
- Experience working directly with individuals experiencing homelessness, behavioural health challenges, substance use disorders, or other vulnerable populations preferred.
- Strong relationship‑building and communication skills with participants, community partners, and interdisciplinary teams.
- Demonstrated ability to facilitate groups, meetings, or community engagement activities.
- Experience supervising staff, volunteers, or participant leaders preferred.
- Strong organizational skills with the ability to manage multiple programs, priorities, and deadlines simultaneously.
- Experience with documentation, case management systems, Medi‑Cal, Community Supports, or program compliance preferred.
- Bilingual (English/Spanish) preferred.
- Valid California driver’s license and ability to travel between program locations throughout Santa Barbara County.
Duties and responsibilities may evolve as program needs grow. The Community Services Manager is expected to adapt to organizational needs consistent with the scope and level of this position.
