Job summary

Bolton & Menk, Inc. is seeking a Community Planner II to lead planning studies, land development reviews, and entitlement efforts from concept through implementation. You will analyze data, create clear reports, and communicate with clients and stakeholders to move projects forward.

The role offers ownership, client-facing responsibilities, and growth within a multidisciplinary team across multiple communities in the Midwest and beyond. This is a full-time position located in Minnesota.

Qualifications

  • Bachelor’s or Master’s degree in Urban Planning, Public Policy, or related field with 4 years of progressive planning experience or equivalent education/experience.
  • AICP certification preferred but not required.
  • Thorough knowledge of GIS and its planning uses preferred but not required.
  • General knowledge in Adobe Creative Suite.

Responsibilities

  • Move beyond support work into ownership—guide planning studies, land development reviews, and entitlement efforts from concept to implementation.
  • Analyze data, develop clear and visually compelling reports, and translate complex planning topics into actionable solutions.
  • Lead presentations, facilitate meetings, and engage with community members, officials, developers, and partners to build alignment.

What You Will Be Doing:

In this role, you’ll move beyond support work into greater ownership—guiding planning studies, land development reviews, and entitlement efforts from concept through implementation. You’ll analyze data, develop clear and visually compelling reports, and turn complex planning topics into practical, actionable solutions.

You’ll also step into a more client-facing role, leading presentations, facilitating meetings, and engaging directly with community members, public officials, developers, and project partners to build alignment and move projects forward.

Working within our collaborative, multidisciplinary team, you’ll have the opportunity to deepen your experience in key areas like land use and project communication while taking on greater ownership and visibility across projects. You may also contribute to long range planning and comprehensive plans for clients—gaining valuable exposure to a wide range of project types.

This position may be located in Duluth or St.Cloud, MN

What We Are Looking For:

  • Bachelor’s or Master’s degree in Urban Planning, Public Policy, or other closely related field from an accredited college or university with 4 years of progressive planning experience or equivalent education and
    experience.
  • Certification by the American Institute of Certified Planners (AICP) preferred, but not required.
  • Thorough knowledge and skills in GIS and its planning uses preferred, but not required.
  • General knowledge in Adobe Creative Suite.
  • Strong skills in client needs assessment, meeting quality standards for service, and evaluation of client satisfaction.
  • Possess a valid driver’s license as travel to various facilities and job sites may be required.

Applicants must be currently authorized to work in the United States on a full-time basis, part-time basis or internship for any employer without restriction. Bolton & Menk does not provide visa sponsorship or immigration support for this position.

Salary Range: $75,000 - $105,000 depending on years of experience and credentials

Bolton & Menk is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to specific geographic location. Bolton & Menk reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
