Job summary

Air Force Civilian Service seeks a skilled Facility Planner to deliver critical planning and oversight for Moody AFB construction projects. You will drive projects from scoping and site analysis through master plans and DD Form 1391, coordinating with 23 CES and MAFB stakeholders to meet rigorous standards.

Experience with DoW/US Air Force protocols is valued; strong civilian master planning and design backgrounds are welcome.

Qualifications

  • Professional knowledge of engineering/planning concepts, standards and facility space management.
  • Ability to gather and analyze facts, draw conclusions and devise solutions for complex planning problems.
  • Experience with Air Force IT innovations and data sources such as AF Geospatial Integration Management Systems, SMS, and NexGen IT.
  • Knowledge of data collection, analysis and representation tools including GIS, project tracking, data management software, field surveys and CADD.

Responsibilities

  • Develops and maintains the installation Facility Space Optimization Plan (FSOP) and other space studies guiding investment decisions.
  • Implements and manages the facility space planning program; supports UR management for buildings.
  • Leads facility space planning to optimize the installation footprint and ensure UR > 80 where applicable.
  • Directs internal analyses to support installation programs and budgets; prepares briefings in automated formats.
  • Integrates data elements to inform installation planning and sustainment of mission requirements.

The Air Force Civilian Service (AFCS) is looking for a Full-Time Community Planner GS-0020-12 to work at the 23rd CES Squadron, Moody AFB, GA.

This is an interdisciplinary position to be filled and classified to the series represented by a candidate who meets the qualifications of one of the listed areas: Community Planner, GS-0020-12; General Engineer, GS-0801-12; Architect – GS-0808-12.

Welcome to Moody AFB! Located ten miles northeast of Valdosta, Georgia this installation supports more than 5,100 military members, 4,500 dependents, and 750 DoD civilians. It is home to Air Combat Command’s 23d Wing (Flying Tigers), 93d Air Ground Operations Wing, 820th Base Defense Group and Air Force Reserve Command’s 476th Fighter Group. It is also the preferred beddown location of the new generation F-35 fighter. Valdosta features the best southern living with a lively downtown area, easy access to both Atlantic and Gulf beaches, as well as easy drives to major cities including Atlanta and Orlando. Other notable attractions include Wild Adventures Theme Park with a full summer concert season each year and the Turner Center for the Arts. Outdoor enthusiasts will enjoy the nearby Okefenokee Swamp as well as several nearby state parks. Valdosta is home to Valdosta State University, featuring undergraduate and graduate level programs, Division II championship athletics, and the Peach State Summer Theater. In addition, Valdosta is home to South Georgia Medical Center which recently aligned with Mercer to become a clinical campus for the Mercer University School of Medicine.

We are seeking a skilled Facility Planner to deliver critical planning, technical expertise, and oversight for diverse construction projects at Moody Air Force Base (MAFB). In this role, you will drive projects from initial scoping and site analysis through comprehensive document development (including master plans and DD Form 1391), technical design reviews, and final compliance checks. Serving as a key liaison, you will coordinate closely with 23 CES and MAFB stakeholders to ensure all deliverables align with rigorous functional and technical standards.

Experience with the Department of War(DoW) or U.S. Air Force protocols is highly desired to help you hit the ground running, but is not strictly required for qualified candidates with strong civilian master planning and construction design backgrounds.

Salary Range: $89,508 - $116,362

Up to 50% travel possible

Qualifications/Requirements

  • U.S. Citizenship
  • TDY is required and travel may be by private, public, and government conveyance including aircraft.
  • Obtain & maintain the appropriate security clearance

Duties

  • Develops and maintains the installation Facility Space Optimization Plan (FSOP) and other facility space studies used as the basis for facility space optimization, and investment decisions.
  • Implements and manages the installation’s facility space planning and optimization program by leading the Customer Authorizations (CA) and Facility Space Planning capabilities and supporting the management of accurate customer allocations.
  • Leads the facility space planning function in optimizing the installation facility footprint in support of AF mission and strategic objectives. Determines and manages URs for buildings, as guided by Office of the Secretary of Defense (OSD) directive to ensure all buildings have a UR greater than 80.
  • Using fiscal programming background, directs and conducts, internal to the ISP, special analyses to support development and defense of installation support and Installation Support programs and budgets. Furnishes studies, models, forecasts, and other products to the ISP Chair as necessary to strengthen decision making within the resource allocation process. Prepares briefings in automated format.
  • Integrates and analyzes data elements to ensure effective planning and optimization of installation facility assets. Analyzes quantitative and qualitative data in support of installation planning, facility repair and maintenance, and sustainment of mission requirements.

Knowledge, Skills And Abilities Required For This Position

  • Professional knowledge of engineering/planning concepts, principles, practices, standards, methods, and techniques to effectively apply theories, principles, and concepts to installation facility space management, planning, and optimization programs.
  • Knowledge to gather and analyze facts, draw conclusions, and devise solutions to complex facility space planning problems that require interpretation or extension of policy guides and substantial modification of techniques and procedures.
  • Experience leveraging Air Force Information Technology (IT) innovations and Authoritative Data Sources, such as the AF Geospatial Integration Management Systems, SMS, and NexGen IT.
  • Demonstrates knowledge and prior use of data collection, analysis and representation tools such as project tracking and data management software programs, field survey technology, Geographic Information System (GIS) and Computer Aided Design and Drafting (CADD) applications, and data science and analysis platforms
  • Skill in communicating, both orally and in writing, with federal and state regulators, technical personnel, commanders and higher echelons to explain the applicability of environmental plans, programs and technical studies to existing federal and state environmental regulations and standards.
  • Ability to organize, divide, and distribute portions of work to other professional and expert personnel to complete large and complex planning projects and resolve complex planning issues
