Job summary

Housing Opportunities Commission of Montgomery County (HOC) seeks a Community Engagement Supervisor to lead a team of Community Engagement Specialists in Montgomery County, MD. This full-time role focuses on implementing engagement strategies and partnerships to support Cradle-to-Career and Whole Family approaches.

Hybrid work option after probation; the supervisor will oversee performance, conduct site visits, and coordinate with Resident Services to serve families with safe, affordable housing.

Qualifications

• At least five (5) years of experience in Social Work, Social Services, or a related field.

About HOC

The Housing Opportunities Commission of Montgomery County (HOC) exists to provide people with low and moderate incomes the opportunity to live in safe, affordable, high-quality housing in Montgomery County. We strengthen families by offering opportunities for personal and economic growth through partnerships and supportive services.

To achieve this mission, HOC operates as a Public Housing Authority (PHA), a housing finance agency and an affordable housing developer. HOC serves approximately 20,000 residents, owns more than 9,400 rental units, and has provided mortgages and homeownership assistance to more than 2,000 first-time homebuyers.

About Resident Services

HOC’s Resident Services Department strives to enhance the lives of HOC customers by coordinating and implementing a vast array of high-quality programs, services, and resources. Through collaborative partnerships with Montgomery County, the federal government, and various community-based organizations, Resident Services offers comprehensive service coordination, impactful resident programs, and robust supportive housing services to individuals and families who reside in HOC owned-managed properties or receive HOC housing subsidies, as well as applicants on HOC’s waitlist.

Reporting to the Community Engagement Manager, the Community Engagement Supervisor will serve as a valuable contributor to the Resident Services team by providing direct supervision to a team of Community Engagement Specialists.

Note: This is a hybrid position. Newly hired employees are eligible to work remotely two days a week once the 6-month probation period is successfully completed.

Essential Job Duties include, but are not limited to the following:

• Directly supervise nine (9) Community Engagement Specialists and four (4) Community Aides;
• Oversee staff’s day-to-day efforts and analyze staff’s performance regularly to ensure level of effort meets the standards established for the division;
• Provide the guidance, encouragement, and tools needed for staff to excel in their roles;
• Conduct site visits to meet with staff and observe work performance;
• Support staff with integrating the Cradle-to-Career and Whole Family Approach in their daily work ensuring that families are being served proficiently;
• Perform administrative duties such as approval of timecards, completion of performance evaluations, etc.

Community Engagement & Partnerships

• Assist the Community Engagement Manager with implementing community engagement strategies, programs, and special initiatives;
• Assist the Community Engagement Manager with partnerships, including facilitating agreements and other related paperwork; as well as partner meetings;

Please Note: This position includes the performance of other duties as assigned.

Minimum Qualifications

• Experience:At leastfive (5) years of substantial and demonstrable experience in the field of Social Work, Social Services, Human Services, or a related field; capacity to effectively lead and supervise a team.
• Education:Bachelor’s degree in Social Work, Human Services, Psychology, Sociology or a related field.

Note: An equivalent combination of education and experience may be accepted.

Knowledge, Skills and Abilities:

• Excellent interpersonal skills, cultural humility, and the ability to engage sensitively and constructively with department and agency leadership.
• Exceptional oral communication skills including comfort with speaking publicly in a variety of settings and ability toarticulate complex ideas clearly and persuasively.
• Effective written communication skills including experience with preparing reports, briefings, and other written content.
• Ability to work independently, meet deadlines and exercise good judgment.
• Knowledge of program development, implementation and evaluation.
• Exceptional leadership skills with the ability to coach and guide staff.
• Considerable knowledge of Social Work/Social Service practices and programs.
• Knowledge of subsidized housing programs.
• Advanced knowledge of Microsoft Excel, Word, and PowerPoint.

Grade 25 - Min: $76,579 / Mid: $102,077 / Max: $127,574 | Salary determined by departmental budget - Offer commensurate with experience.
