Job summary

Bechtel is seeking a Turnover Specialist to coordinate and execute system turnover between Construction, CSU, and Client Operations. Qualifications

Responsibilities

• Coordinate turnover activities from Construction to CSU per approved procedures and milestones.
• Support development and maintenance of project databases, turnover strategies, and schedules.
• Monitor ITRs, quality documentation, punch items, and turnover deliverables for proper completion.
• Prepare and maintain Turnover Packages (TOPs) and System Turnover Packages (STOs) and ensure documentation is uploaded.
• Coordinate with Quality and Construction to obtain records, test documentation, and vendor information.
• Participate in turnover walkdowns, track punch items, and coordinate issue resolution with engineering and CSU teams.
• Support commissioning readiness reviews and startup planning, coordinating turnover priorities with schedules.
• Maintain turnover metrics and generate progress reports and management presentations.
• Identify schedule risks and documentation gaps; forecast turnover milestones and startup readiness dates.
• Assist in final handover to Client Operations, including transfer of manuals, warranties, and as-built docs.

Project Overview:

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Job Summary:

The CSU Turnover Specialist is responsible for coordinating and executing system turnover and handover activities between Construction, Commissioning and Startup, and Client Operations organizations. The position ensures that systems being turned over are properly documented, tested, inspected, and transferred through the completions process in a controlled and efficient manner. Working within the CSU organization, the Turnover Specialist manages turnover packages, tracks completion status, facilitates system walkdowns, resolves turnover deficiencies, and supports startup readiness activities. The role requires strong organizational skills, attention to detail, effective stakeholder coordination, and knowledge of EPC project delivery and systems completion processes. This position is primarily field-based and requires routine interaction with construction crews, subcontractors, engineers, startup personnel, and client representatives.

This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.

Major Responsibilities:

• Coordinate system turnover activities from Construction to CSU in accordance with approved turnover procedures and milestones, and support phased turnover execution to meet commissioning and startup priorities.
• Support development and maintenance of project databases, system boundary drawings, turnover strategies, and turnover schedules, and track construction completion status and readiness for turnover.
• Monitor completion of Inspection and Test Records (ITRs), quality documentation, punch items, and turnover deliverables, and verify required documentation is complete and accepted prior to system transfer.
• Prepare, assemble, review, and maintain Turnover Packages (TOPs), System Turnover Packages (STOs), and associated completion records, ensuring documentation is accurate, properly approved, and uploaded into project completions systems.
• Coordinate with Quality and Construction teams to obtain required records, test documentation, certifications, and vendor information, and verify turnover deliverables comply with contractual and project requirements.
• Participate in construction completion and turnover walkdowns, identify deficiencies affecting turnover readiness, track turnover punch items through closure, and coordinate resolution with Engineering, Construction, Quality, and CSU teams.
• Support commissioning readiness reviews and startup planning, coordinate turnover priorities to align with commissioning schedules and milestone commitments, and interface with CSU discipline engineers so systems transfer in accordance with testing and startup requirements.
• Maintain accurate turnover metrics and monitor system status within project completion management databases; generate turnover progress reports, readiness metrics, and management presentations.
• Identify schedule risks, documentation gaps, and turnover constraints, and support forecasting of turnover milestones and startup readiness dates.
• Support final handover of systems and facilities to Client Operations, coordinating collection and transfer of turnover records, operating manuals, warranties, and as-built documentation, and participating in handover meetings and final system closeout, while promoting a strong safety culture and compliance with project quality requirements.

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) in Data Science, Information Technology, Construction Management, or related discipline and 1-3 years of relevant experience or 5-7 years of relevant work experience in mission critical facilities.

Required Knowledge and Skills:

• Understanding of EPC project execution and systems completion processes, and knowledge of commissioning, startup, and turnover principles.
• Experience with turnover management software and completions databases.
• Ability to read and interpret P&IDs, system boundary drawings, specifications, and engineering documents.
• Strong document control and quality verification skills.
• Experience facilitating field walkdowns and punch list management.
• Proficiency with Microsoft Office applications including Excel, Word, and PowerPoint.
• Strong communication, organizational, and stakeholder management abilities.
• Ability to prioritize multiple systems and turnover activities in a fast-paced project environment.

Preferred Qualifications:

• Mission critical facility project experience, ideally within a large EPC contractor environment.
• Experience with Hexagon Smart Completions, WinPCS, COMPASS, TeamWorks, or similar completions platforms.
• Previous experience supporting construction turnover, commissioning, or startup organizations, including turnover package development, quality documentation, and mechanical completion processes.
• Experience leveraging Microsoft tools (Excel VBA/Macros, Forms, Power Apps) to support data collection and workflows.
