Job summary

Targa Resources in Midland, TX is seeking a commissioning authority to lead the commissioning, startup, and initial operation of cryogenic gas facilities. You will review plans, ensure alignment with Owner standards, and govern contractor-led activities to drive safety and reliability.

You will validate procedures, support operator training, and coordinate with Operations, Maintenance, Engineering, Process Safety, and Reliability teams while traveling to Permian Basin sites as needed.

Qualifications

  • High School Diploma or equivalent.
  • Minimum 3–5 years of experience in commissioning, startup, or operations of cryogenic gas or large process facilities.
  • Direct experience working for or closely supporting an Owner/Operator organization.
  • Strong understanding of plant lifecycle, from project execution to long term operations.
  • Ability to read and interpret P&IDs, operating narratives, cause & effect diagrams, and equipment datasheets.

Responsibilities

  • Act as the commissioning authority during construction completion, commissioning, startup, and initial operation.
  • Review and execute commissioning plans, procedures, and schedules.
  • Ensure commissioning activities align with Owner standards, operational philosophies, and long-term reliability goals.
  • Provide governance, oversight, and validation of contractor-led commissioning activities.
  • Lead or support operational readiness activities, including daily progress meetings and safety discussions before major milestones.
  • Development and validation of operating procedures.
  • Operator training support and field familiarisation.
  • Verification of maintainability and operability.
  • Ensure smooth transition of systems and units from project teams to Operations and Maintenance.
  • Validate purge and dry-out procedures.
  • Lead plant energisation and hydrocarbon purge.
  • Champion Owner’s safety culture during commissioning and startup LOTO, permit to work.
  • Actively participate in PHA and Pre Startup Safety Reviews (PSSR).
  • Coordinate closely with Operations, Maintenance, Engineering, Process Safety, and Reliability teams.
  • Interface with EPC contractors, licensors, and OEM vendors while maintaining Owner authority.
  • Be able to work in different locations in the Permian Basin

  • Lead or support operational readiness activities, including: Leading daily progress meetings, Safety discussions before major milestone (power energization, Hydrocarbon introduction to facility)
  • Development and validation of operating procedures
  • Operator training support and field familiarisation

  • Ensure smooth transition of systems and units from project teams to Operations and Maintenance

MINIMUM ESSENTIAL QUALIFICATIONS:

  • High School Diploma or equivalent
  • Minimum 3–5 years of experience in commissioning, startup, or operations of cryogenic gas or large process facilities
  • Direct experience working for or closely supporting an Owner/Operator organization
  • Strong understanding of plant lifecycle, from project execution to long term operations
  • Ability to read and interpret P&IDs, operating narratives, cause & effect diagrams, and equipment datasheets

PREFERRED QUALIFICATIONS:

  • Prior operational or maintenance experience in cryogenic or gas processing facilities
  • Experience with LNG, ASU, hydrogen, nitrogen, helium, H2S , or CO₂ plants
  • Strong familiarity with corporate operating standards and asset management frameworks
  • Experience supporting plant startups and post startup optimization
  • Exposure to DCS/PLC platforms (Emerson, Siemens, Honeywell, ABB, etc.)
  • Strong understanding of PDC and LCP trouble shooting
  • Strong experience in Compression start-up and commissioning activities
  • Strong Turbo Expander Knowledge of operations and start-up activities
