Job summary

Turner Construction Co. is seeking an experienced construction professional to lead project planning and execution in Frederick, MD.

You will ensure work aligns with contract documents, budget, schedule and quality requirements, while supervising engineers, assistants and interns on a complex data center project. You will coordinate with architects, subcontractors and owner representatives, manage submittals, change orders and close-out records, and drive commissioning, IST testing and turnover

Qualifications

  • Bachelor’s degree plus a minimum of four years’ related experience or equivalent combo.
  • Proven written and verbal communication abilities; proficiency with MS Office.
  • Experience supporting commissioning, startup and turnover activities on MEP-intensive projects.
  • Demonstrated leadership and interpersonal skills.

Responsibilities

  • Act as liaison with Architects, Subcontractors, Consultants, Suppliers, Inspectors and Owner’s Representatives to resolve issues.
  • Oversee and decide on contract drawings and subcontract information related to the estimate.
  • Manage the project budget.
  • Manage submittals and shop drawings; assess conformance to specifications.
  • Negotiate Change Orders and coordinate cost estimates with subs and owners.
  • Oversee close-out process; prepare RFIs, close-out records and O&Ms.
  • Coordinate commissioning and turnover activities for data center systems; support IST and owner training.
  • Supervise engineers, interns, and clerks; participate in performance appraisals.
  • Prepare Scope of Work documents for trades.
  • Develop reports for General Conditions, labor, safety, Change Orders and QA.
  • Schedule and manage subcontractor coordination meetings and reviews.

Position Description

Manage, evaluate and assess information necessary to construct the project on time, within budget and to the quality specified by the contract documents. Has supervisory responsibility for Assistant Engineers, Engineering Assistants, and Interns. The Engineer is the individual on the project responsible for building the overall project on paper.

Project Engineer, Project Manager or Project Executive

Essential Duties & Responsibilities
  • Act as liaison with Architects, Subcontractors, Consultants, Suppliers, Inspectors and other Turner job staff and Owner’s Representatives to resolve issues related to plans and specifications.
  • Oversee and make decisions related to contract drawings and subcontract information, ensuring that all drawings and specifications properly relate to the estimate.
  • Manage the project budget.
  • Manage submittals and shop drawings. Assess conformance to contract specifications and resolve any conflicts in interpretation.
  • Negotiate Change Orders and manage information on changes in the work; prepare an independent analysis, obtain and check estimates from subcontractors, obtain approvals of the Architect and Owner, and resolve any conflicts.
  • Oversee the close‑out process. Prepare final records for the project such as Requests for Information (RFIs), close‑out records, warranties, as‑builts, Operations & Maintenance manuals (O&Ms), attic stock, and spare parts, and evaluate information to insure compliance with contract documents.
  • Coordinate commissioning and turnover activities for mission‑critical data center systems, including MEP startup, integrated systems testing (IST), deficiency tracking, commissioning documentation, functional performance testing, and owner training to support successful project turnover and operations readiness.
  • Supervise Assistant Engineers, Engineering Assistants, Plan Clerks and Interns, including providing input on performance appraisals.
  • Prepare Scope of Work documents for trades.
  • Develop reports such as General Conditions Items, labor, safety, Change Order logs and Quality Control.
  • Schedule and manage subcontractor trade coordination meetings, preconstruction meetings and submittal review meetings.
Compensation

The salary range for this position is estimated to be $94,000.00 – $130,000.00 USD annualized.

Qualifications

Bachelor’s degree plus a minimum of four years’ related experience or an equivalent combination of education, training and/or experience. Proven written and verbal communication abilities; proficiency with computer applications, including Microsoft Office Suite. Utilizes leading‑edge technologies such as Building Information Modeling (BIM) and LEAN. Ability to read, understand and interpret contract documents, drawings, specifications, scopes of work and project schedule. Experience supporting commissioning, startup, and turnover activities for mission‑critical or MEP‑intensive projects, including coordination of testing, closeout documentation, and owner turnover processes, is preferred. Demonstrated leadership and interpersonal skills.
