Job summary

Hennepin County is seeking a Commercial Appraiser Supervisor to lead and coordinate all commercial/industrial appraisal work across districts, ensuring accurate market values and timely assessments. Qualifications

  • Bachelor’s degree or higher in real estate or closely related field with four+ years of mass appraisal experience or six+ years of assessment/real estate appraisal experience.
  • AMA certification required; SAMA must be obtained within four years of hire.
  • Valid driver’s license and ability to travel within the metro area; access to reliable transportation.

Responsibilities

  • Coordinate all commercial/industrial appraisal and assessment work for multiple taxing districts with which Hennepin County contracts.
  • Serve as contact for local officials on commercial/industrial assessment questions and problems.
  • Supervise commercial appraisers and contribute input to the CAMA/assessment process.
  • Analyze property transaction information and develop appraisal schedules.
  • Review assessment levels and conduct ratio studies to establish standards.
  • Assist local officials with valuation and provide advice on decisions.
  • Prepare and give testimony as an expert witness.
  • Coordinate taxpayer valuation hearings and attend Board of Appeal and Equalization meetings.
  • Serve as a training resource for other commercial/industrial appraisers.

Job description

The Assessor's department is seeking an enthusiastic and motivated Commercial Appraiser Supervisor who is eager to learn and grow within an environment that supports continuous improvement. This role offers the opportunity to work independently while also collaborating with a team of dedicated professionals committed to the appraisal field. Location and hours

This position is hybrid and will be performed around Hennepin County locations, and remote as job duties require. Work hours are flexible, but standard business hours are Monday through Friday, 8 a.m. - 4:30 p.m.

While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
  • Coordinate all commercial/industrial appraisal and assessment work for multiple taxing districts that contract with Hennepin County for assessment services.
  • Serve as a contact person for local officials regarding their commercial/industrial assessment and appraisal questions or problems.
  • Serve as the resource for inquiries from all stakeholders.
  • Supervise commercial appraisers and provide input into the CAMA/assessment process to provide appraisal driven results.
  • Analyze property transaction information and develop appraisal schedules.
  • Review assessment levels; gather and analyze information for ratio studies to establish ratio standards.
  • Assist local assessment officials with valuation of real property and provide advice on assessment decisions.
  • Prepare and give testimony as an expert witness.
  • Coordinate taxpayer valuation hearings and attend Board of Appeal and Equalization meetings.
  • Serve as a training resource for other commercial/industrial real estate appraisers.
Need to have:
  • One of the following:
    • Bachelor's degree or higher in real estate or closely related field, and four years or more of mass appraisal experience.
    • Six years or more of assessment or real estate appraisal experience in appraising all types of commercial and industrial properties.
  • Accredited Minnesota Assessor (AMA) certification from the Minnesota State Board of Assessors or an advanced professional designation from a nationally recognized appraisal organization is required. Senior Accredited Minnesota Assessor (SAMA) certification from the Minnesota State Board of Assessors must be obtained within four years of hire.
  • A valid driver's license, access to reliable transportation available for travel within the metro area, and the ability to obtain a Hennepin County's drivers permit.
  • Ability to:
    • Travel around Hennepin County to conduct field work and attend meetings.
    • Make physical measurements of real property and walk on uneven terrain and climb stairs in order to view physical or structural features of properties.
Nice to have:
  • Experience with:
    • Completing individual written appraisals for various levels of informal and formal valuation appeals.
    • Valuing commercial, industrial, and/or apartment property.
    • Verifying sales.
    • Supervising staff, assigning work, reviewing results, providing performance feedback, and supporting professional development for staff.
    • Applying Minnesota assessment laws and procedures.
  • Ability to:
    • Prioritize and manage multiple projects simultaneously.
    • Develop and maintain good working relationships with municipal and county staff and the general public.
    • Effectively communicate both verbally and in writing.
    • Prepare documents; read and understand real estate descriptions, plots, maps, blueprints, contracts, and mortgages.
    • Analyze and draw conclusions from market sales data, neighborhood trends, property depreciation indicators, and construction trends and costs.
    • Use software applications to perform mathematical calculations and complete appraisal reports.
    • Serve as a training resource for commercial/industrial real estate appraisers.
