Duties
  • You will serve as the COMMAND ADMINISTRATIVE PERSONNEL ANALYST (CAPA) in the Civilian Personnel (CIVPERS) Branch (N11) in the N1 Directorate, U.S. Fleet Cyber Command (USFTCYBERCOM) at the National Security Agency (NSA) Complex, Fort Meade, MD.
  • You will recommend and assist with the allocation of personnel/manpower resources.
  • You will document and review personnel and distribution changes.
  • You will implement personnel/manpower and reporting procedures.
  • You will ensure new employees are provided with command specific information on policies such as telework and/or leave.
  • You will coordinate with managers on various administrative personnel related programs such as incentive awards, performance evaluations and career management programs.
  • You will extract workforce reports, hiring reports and alpha reports and analyze the accuracy of all command personnel data.
  • You will support the command with recruiting and hiring efforts by organizing and participating in recruiting events.
  • You will market civilian job opportunities and coordinate with subordinate commands to synergize recruiting strategies and expand candidate referral prospects.

Qualifications
  • Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: GG09 -Experience using fundamental civilian workforce principles and concepts to manage civilian programs. -Experience conducting initial analysis to confirm supported organizational elements and provide data consistent with defined requirements. -Experience creating reports that highlight findings such as trends that deviate from expected results requiring further investigation. -Experience running database queries to extract information, track information and support management.
  • This position is within the Work Category PROFESSIONAL at Work Level ENTRY LEVEL/DEVELOPMENTAL, Series and Grade GG-0301-09. GG11 -Experience performing attrition analyses to advise supported hiring managers. -Experience facilitating recruit actions for one of the command's well-defined work roles. -Experience collaborating with hiring managers to identify and obtain all the information that must be captured to document the nature of action. -Experience utilizing various software applications such as Microsoft Excel and Access.
  • This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0301-11.

  • Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GG-11 position: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
