Job description

Summary

Responsible for the inspection of new and existing construction for compliance with adopted building codes and city ordinances to ensure requirements for the life, health, safety, and welfare of building occupants and the general public are met.

Pay Range

Combination Inspector I - $25.50 - $28.79

Combination Inspector II - $27.30 - $30.85

Combination Inspector III - $29.26 - $33.10

Work Schedule: Monday - Friday, 7:00 am - 3:30 pm

Essential Duties and Responsibilities

Include the following. Other duties may be assigned.

  • Perform combination inspections, primarily building and mechanical.
  • Perform inspections of new and existing residential, commercial, and multi-family projects and all associated structures while under construction to ensure compliance with adopted codes and city ordinances.
  • Perform inspections of existing buildings to verify compliance with Certificate of Occupancy requirements.
  • Review third-party inspection and engineering reports/documents for compliance with approved plans and adopted codes.
  • Use a computerized permit tracking system to research and view building permit records, obtain daily inspection schedules, create inspection routes, and accurately enter inspection results
  • Provide computerized and/or written inspection results to customers.
  • Provide consultation and/or respond to concerns and inquiries from citizens, contractors, builders, engineers, and other entities on all aspects of building inspection procedures, department policies, and the adopted building codes and city ordinances.
  • Translate and communicate technical requirements to customers with varying levels of technical knowledge/ability.
  • Demonstrate a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.
  • Regular and consistent attendance for the assigned work schedule is essential.
  • May perform occasional after-hours/call-in inspections.
  • Other duties as assigned.
Knowledge, Skills & Abilities
  • Proficient knowledge of building and codes in areas of certification (or equivalent licensing).
  • Competent knowledge of building codes in additional trades and disciplines.
  • Competent knowledge of principles and practices in building construction.
  • Competent ability and skill to instruct and explain to customers how to achieve their desired result.
  • Proficient in customer service skills with an emphasis on conflict resolution, and a desire to help customers regardless of their circumstances.
  • Competent communication skills with the ability to effectively communicate information, both verbally and in writing, to customers, construction personnel, architects, engineers, and city staff positively and cooperatively.
  • Competent skills and ability to use cellular phones and use computers/software to input and retrieve data.
  • Competent skills and ability to use the internet, email, calendars, the Microsoft Office suite, and general office equipment.
  • Competent skills and ability to read and interpret blueprints, technical specifications, installation manuals, and other technical documents.
  • Competent skills and ability to interpret code requirements and ordinances, and within the parameters of code and ordinance requirements, seek alternative solutions.
Minimum Qualifications
Combination Inspector I
  • High School Diploma or General Equivalency Diploma (GED)
  • Minimum 2 years of trades, building inspection, or code enforcement experience.
  • Up to two years of college-level coursework in construction management, engineering, architecture, or a similar field may substitute for this experience
  • State mechanical license preferred
Combination Inspector II
  • High School Diploma or General Equivalency Diploma (GED)
  • Minimum two (2) years of trades experience (up to two years of college-level coursework in construction management, engineering, architecture, or a similar field may substitute for this experience) -- plus two (2) years as a Combination
  • Inspector I or similar municipal building inspector position, and
  • Possess an ICC Residential and Building certifications
  • Possess a Texas State Plumbing Inspector License
  • Licensed Electrician preferred
Combination Inspector III
  • High School Diploma or General Equivalency Diploma (GED)
  • Minimum four (4) years of trades experience (up to two years of college-level coursework in construction management, engineering, architecture, or a similar field may substitute for this experience) -- plus two (2) years as a Combination
  • Inspector II or similar municipal building inspector position.
  • State Air Conditioning & Refrigeration Certified Technician is preferred.
  • Possess a State Plumbing Inspector License
  • State Electrical License preferred
  • Possess ICC Residential and Building Inspector Certifications
  • Possess ICC Residential and Commercial Mechanical Inspector Certifications
Licenses and Certifications
  • ICC Residential Electrical Inspector Certification within one-year
  • ICC Commercial Electrical Inspector Certification within one-year
  • Valid Class C Texas driver's license
Physical Requirements / Work Environment

The incumbent must possess mobility to work in and around city and private buildings, facilities, and construction sites, to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work, to operate varied tools and equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate the above‑mentioned tools and equipment. Positions in this classification require balance, bending, stooping, kneeling, and reaching when completing field inspections. Employees may be required to lift, carry, push, and pull materials and objects weighing up to 30 pounds. Employees work in and around various buildings, facilities, and construction sites and are exposed to loud noise levels, cold and hot temperatures, heights, mechanical and electrical hazards, dust, and hazardous physical substances and fumes.
