Citizens is seeking a Collateral Review Manager in Johnston, RI to oversee residential appraisal and valuation review activities within Collateral Risk Management. You will lead appraisal analysts, ensure compliance with AIR, USPAP, and investor requirements, and partner with risk, underwriting, and other stakeholders to support lending decisions.

The role requires a bachelor's degree and extensive experience in residential appraisal review or collateral risk management.

Description

The Collateral Review Manager is responsible for overseeing residential appraisal and valuation review activities within Collateral Risk Management (CRM). This role ensures that appraisal and valuation products used in lending decisions comply with applicable regulatory requirements, investor guidelines, company policies, and appraisal independence standards. The manager provides leadership and guidance to appraisal analysts, supports risk management initiatives, manages review escalations, and serves as a key partner to Credit Risk, Operations, Underwriting, Secondary Marketing, Fulfillment, and other business stakeholders.

Primary Responsibilities Include
  • Manage and oversee appraisal and valuation review activities for mortgage, home equity, portfolio, and private banking products.
  • Ensure appraisal reviews are completed in accordance with Interagency Appraisal and Evaluation Guidelines, investor requirements, regulatory guidance, and internal policy.
  • Complete second level reviews as needed or required to validate that appraisal conclusions are reasonable, supportable, and appropriate for lending purposes.
  • Monitor appraisal review quality, consistency, and adherence to established review standards.
  • Provide guidance and direction to appraisal analysts regarding complex valuation and eligibility matters.
  • Ensure compliance with Appraiser Independence Requirements (AIR), USPAP, investor requirements, and applicable regulatory guidance.
  • Identify, assess, and **escalate** collateral-related risks.
  • Support regulatory examinations, audits, quality assurance reviews, and internal control testing.
  • Assist in the development and maintenance of collateral risk management policies, procedures, and controls.
  • Maintain awareness of emerging regulatory and industry developments impacting collateral valuation and appraisal review practices.
  • Review and decision complex collateral issues, appraisal disputes, valuation deficiencies, and escalation requests.
  • Determine when appraisal revisions, upgrades, or replacement valuation products are warranted.
  • Exercise delegated authority regarding materially deficient appraisal reports and replacement appraisal requirements.
  • Partner with senior management and business stakeholders to resolve complex collateral and valuation-related matters.
  • Develop, maintain, and update departmental procedures and operating standards.
  • Evaluate opportunities for process improvement, automation, and enhanced operational efficiency.
  • Ensure procedures remain aligned with policy, regulatory requirements, and business objectives.
  • Maintain documentation supporting audit, compliance, and operational readiness.
  • Lead, coach, and develop appraisal analysts and collateral review staff.
  • Provide technical guidance regarding appraisal methodology, collateral eligibility, valuation analysis, and policy interpretation.
  • Support hiring, onboarding, training, and ongoing professional development activities.
  • Foster a culture of accountability, compliance, risk awareness, and continuous improvement.
  • Serve as liaison to Sales to provide notification of issues, obtain additional documentation, etc.
Qualifications, Education, Certifications And/or Other Professional Credentials
  • Bachelor's degree or equivalent combination of education and experience.
  • Extensive experience in residential appraisal review, collateral risk management, mortgage underwriting, appraisal operations, or related field.
  • Strong knowledge of:
    • Interagency Appraisal and Evaluation Guidelines
    • USPAP
    • Appraiser Independence Requirements (AIR)
    • Fannie Mae and Freddie Mac appraisal requirements
    • Residential mortgage lending and collateral risk management
  • Experience interpreting and applying credit policy, investor guidelines, and regulatory requirements.
  • Strong analytical, decision-making, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities and complex escalations in a fast-paced environment.
Preferred Qualifications
  • Prior leadership experience managing appraisal reviewers, appraisal analysts, quality assurance staff, or collateral risk professionals.
  • Experience supporting regulatory examinations, internal audits, and investor reviews.
  • Experience with residential appraisal review systems and loan origination platforms.

  • Hours per Week: 40+

Pay Transparency

The salary range for this position is $98,000 - $128,000 per year, plus an opportunity to earn an annual discretionary bonus. Actual pay is based on various factors including but not limited to the budget, work location, and relevant skills and experience.
