GENERAL DESCRIPTION:

The purpose of this position is to ensure compliance with building, property maintenance, and zoning codes on commercial and residential properties within the County. Under occasional supervision, conducts comprehensive inspections of building construction, renovations, mobile home installations and investigates suspected County ordinance violations. Work involves scheduling and conducting inspections, interpreting and ensuring compliance with codes and ordinances, preparing required reports and records, and performing related technical work as required. Reports to the Planning Director. This position requires experience in construction and code-enforcement. This is an unarmed position.

ESSENTIAL JOB DUTIES:
  • Handles various duties related to zoning responsibilities to include conducting site visits throughout the County, researching property, reviewing code books, reviewing maps and aerial photos, issuing citations, and appearing in court to answer summons.
  • Issues abatement notices and orders to demolish when structures are unsafe to be occupied.
  • Explains, interprets and provides guidance regarding codes and compliance requirements for contractors, property owners, developers and others.
  • Maintains thorough and accurate records of inspections; meets with contractors and property owners regarding inspection results; makes recommendations for changes as necessary to achieve compliance; and/or follows up to verify that corrections have been made to comply with codes.
  • Enforces the Oconee County Code of Ordinances and International Property Maintenance Code throughout the county, including the issuance of violation notices and correction notices; preparation for cases for prosecution in the event of non-compliance; and testifying in court, as necessary.
  • Keeps supervisor informed of inspection progress and any difficult or unusual situations.
  • Receives and responds to inquiries, concerns, complaints and requests for assistance in areas of responsibility.
  • Receives and reviews a variety of documents, including permits and permit applications, floodplain applications, property tax data, complaints, inspection reports, and various other records, memos and correspondences.
  • Prepares and/or processes a variety of documents, including inspection reports, code and ordinance interpretations, violation notices, correction notices, mileage logs, permits, elevation certificates, and various other records, reports, memos and other correspondences.
  • Works in conjunction with the Oconee County Sheriff’s Office upon request.
  • Provides periodic updates and presentations at public meetings to boards, committees or Council, as requested.
  • Performs public outreach regarding ongoing and future enforcement operations within communities and neighborhoods.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of office policies and procedures; handling or using machines requiring moderate instruction and experience, such as computers, and software programs, such as word processing, spreadsheets or custom applications. Ability to give information, guidance, and/or assistance to people to directly facilitate task accomplishment; may include giving directions or assignments to co-workers or assistants, as needed.

Ability to communicate effectively orally and in writing.

Ability to work well with others.

EDUCATION AND EXPERIENCE:

Some College coursework in Construction Administration, Code Enforcement, Building Inspection or a related field, and one (1) year of experience in the building inspection and code enforcement professions or related field; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Experience in customer service, knowledge of magistrate court procedures and understanding of basic construction procedures is essential.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

Required: Valid driver's license. ICC Certification. CEPSCI.

Preferred: None.

PHYSICAL DEMANDS:

The work is light work which requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.

This position has the following special vision requirements: close vision (clear vision at 20 inches or less); distance vision (clear vision at 20 feet or more); color vision (ability to identify and distinguish colors); peripheral vision (ability to observe an area that can be seen up or down and to the left and right when vision is fixed on a given point); depth perception (three-dimensional vision, ability to judge distances and spatial relationships); adjust focus (ability to adjust the eye to bring an object into sharp focus).

WORK ENVIRONMENT:

Work is performed in a high risk indoor and/or outdoor work environment; may encounter noise, weather, extreme temperatures, moisture, humidity, dust, odors, fumes, gases, poor ventilation, vibration, electrical hazards, mechanical hazards, moving mechanical parts, working in high places, or hazards associated with dilapidated structures and properties. In the performance of their duties, employees may be required to use personal protective equipment such as face masks, goggles, boots, gloves, or eye shields.
