As our Behavior Health Manager 1, you will oversee the operations of a co-occurring disorders (COD) treatment program in our minimum custody facility including program implementation, development of policy and procedures, program management, staff meetings, individual and group supervisory sessions, ongoing staff training, multidisciplinary teamwork, and delivery of treatment services. You will supervise addiction treatment counseling staff and the provision of care to adults in custody (AICs) who have a co-occurring mental health disorder and substance use disorder. In addition, you will evaluate the quality of program and treatment services, maintain integrity of departmental clinical practices, maintain compliance with statutes, rules and regulations, develop work procedures, establish work schedules, monitor work performance, and track program data. You will also be responsible for direct provision of care to clients, including comprehensive assessment, individualized counseling, and group facilitation.
The BHS Co-Occurring Disorders Treatment Program Manager has contact with all levels of institution staff, as well as other agencies, individuals and groups that interface with the ODOC.
This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Possession of a clinical license or certificate of mental health and addiction treatment AND two years of supervision, management, or progressively related experience.
OR
A master’s degree in a related field AND one year of lead work or supervising mental health services that include mental health assessment and diagnosis.
Credentialed as a Qualified Mental Health Associate (QMHA) with the Mental Health and Addictions Certification Board of Oregon (MHACBO), or are able to be credentialed as a QMHA (criteria listed below):
AND
Credentialed as a Certified Alcohol and Drug Counselor 2 (CADC-II) or Certified Alcohol and Drug Counselor 3 (CADC-III) with MHACBO.
AND
Two (2) years listed from the minimum qualification above must be in supervision and management of an addictions or mental health program section, or unit which includes: a) staff supervision, b) development of program rules and policies, and c) development of long- and short-range goals and plans.
OR
A master’s degree in a behavioral health field AND 1 year of lead work supervising addiction or mental health treatment services, including assessment and diagnosis.
AND
Demonstrates the competency to oversee and evaluate substance use disorder treatment services provided by a Qualified Mental Health Associate (QMHA), a Certified Alcohol and Drug Counselor 1 (CADC-I), and a Certified Recovery Mentor or Peer Support Specialist.
This position performs work inside an adult prison, has contact with adults in custody during treatment/consultation, at times out of visual range of security staff, is exposed to AICs that may become physically and/or verbally abusive; and require vigilance and awareness.
