Tier One Technologies is seeking a COBOL/CICS Developer to support Payroll applications for our US Government client. This is a 100% remote Contract-to-Hire position requiring US citizenship and eligibility for DoD clearance.

You will translate requirements into system specifications, design interfaces, and coordinate database changes while collaborating with cross-functional teams in a regulated environment. Strong experience in COBOL, CICS, JCL, and DB2, along with Agile practices, is required.

Formación

• Bachelor's degree in computer science or equivalent training is required.
• 4+ years of experience in COBOL, CICS, JCL and DB2.
• Experience with Payroll applications is a plus.
• Experience utilizing Agile methodology.
• Excellent communication skills and ability to work with government clients.

Responsabilidades

• Ensure requirements comply with client requirements and government standards through formal verification methods.
• Translate high-level product development strategies into system requirements specifications and work with other engineering disciplines to develop detailed, lower-level implementation requirements.
• Establish and coordinate the development of standards, practices, and procedures related to overall product development.
• Design interfaces and integrate system elements to ensure they function together as a cohesive system.
• Assess system performance using established evaluation criteria and technical performance measures.
• Act as a customer liaison and support business development activities to understand and shape requirements.
• Participate in system conceptual design and document design concepts.
• Review design reviews of hardware and software components to ensure applicability and maintain requirements traceability.
• Review test plans and procedures to ensure contractual requirements and participate in testing activities to validate requirements; modify existing databases and DBMS as needed.
• Write and code logical and physical database descriptions and specify database identifiers for DBMS, directing others in coding these descriptions.
• Work as part of a project team to coordinate database development and determine project scope.
• Review project requests describing database user needs and estimate time and cost to complete the project.

• SELECTED CANDIDATES WITHOUT REQUIRED CLEARANCE WILL BE SUBJECT TO A FEDERAL GOVERNMENT BACKGROUND INVESTIGATION TO RECEIVE IT.

Responsibilities

Qualifications

• Bachelor's degree in computer science or equivalent training required.
• 4+ years of experience in COBOL, CICS, JCL and DB2.
• Prior experience supporting Payroll applications is a plus.
• Experience utilizing Agile methodology.
• Excellent communication skills.
• Must be a US Citizen (no dual citizenship).
• Able to obtain DoD Public Trust clearance.
• Must have lived in the United States for the past 5 years.
• Cannot have more than 6 months travel outside the United States within the last 5 years.
• Military Service excluded.
