The Virginia Department of Environmental Quality (DEQ) is seeking a GIS Analyst to design, deploy, and maintain ArcGIS field data collection solutions and web applications to support operational field inspections. This role focuses on ArcGIS Survey123 forms, ArcGIS Field Maps configurations, ArcGIS Dashboards, and ArcGIS Experience Builder apps, enabling mobile workflows for field staff.
The position follows a hybrid work schedule to include in-office and telework.
Hiring Range: $60,000-$80,000

The GIS Analyst will design, deploy, and maintain ArcGIS field data collection solutions and web applications to support operational field inspections. This role focuses on building and managing ArcGIS Survey123 forms, ArcGIS Field Maps configurations, ArcGIS Dashboards, and ArcGIS Experience Builder apps and enabling mobile workflows for field staff. The analyst collaborates with subject‑matter experts to translate business processes into reliable geospatial solutions, provides training and documentation, follows security requirements and implements analytics to improve data accuracy, timeliness, and usability. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.
This position will be responsible for the following:
ArcGIS Solution Design & Development
Design and build ArcGIS Survey123 including XLSForm/ArcGIS Survey123 Connect, regex, constraints, repeats, media, calculations.
Configure ArcGIS Field Maps including map preparation, offline areas, forms, conditional visibility, location tracking.
Develop interactive ArcGIS Dashboards including multiple data sources, filters, category selectors, actions, indicators, charts, Arcade expressions.
Build ArcGIS Experience Builder including widget configuration, URL parameters, dynamic content, mobile responsiveness.
Prepare and publish feature services and web maps including schemas, domains, relationships, attachments, editor tracking, permissions.
Data Management & Governance
Implement established data standards ex. naming, metadata, field domains, topology, branch editing workflows, and perform scheduled data validation.
Optimize performance including creating view layers, field calculations, layer extent modification, symbology and filter strategies.
Support mobile device ArcGIS Survey123 failures.
Support and communicate needs on implementation of security & compliance including item visibility, user access and item/data retention policies.
User Support & Training
Conduct requirements gathering, user testing, and stakeholder demos.
Translate field workflows into geospatial solutions.
Help develop end‑user training (quick start guides, job aids, how‑to videos) and provide support/troubleshooting.
Maintain solution documentation (architecture, schemas, SOPs, change logs through GITLab).
