Job summary

Harris County is seeking a CMT Manager to plan, manage, and oversee procurement, contract administration, and quality control for Construction Materials Testing services on county infrastructure projects.

The role requires 7–10 years in materials testing with strong leadership, communication, and technical expertise in ASTM/AASHTO/TxDOT standards. PE licensure is preferred and duties include staff training and compliance auditing.

Qualifications

• Bachelor's degree in civil or construction engineering required.
• 7–10 years of materials testing and supervisory experience preferred.
• Strong leadership, organizational, and communication skills essential.
• Proficiency in reviewing standard specifications (AASHTO, ASTM, TxDOT).
• Experience with project cost estimating, bid tabulations, and contract procurement.

Responsibilities

• Develops and manages procurement processes for CMT contracts.
• Assigns projects to staff and guides CMT cost estimates.
• Reviews specifications, bid tabs, and cost estimates for accuracy.
• Audits invoicing and project funding for compliance.
• Reviews laboratory reports and field data for accuracy.
• Ensures compliance with ASTM, AASHTO, TxDOT, ISO standards.
