Job summary

Torch Technologies is seeking a seasoned Cloud Solutions Architect to drive the migration of J7 simulation, training, and modeling federations into Microsoft Azure under JWCC. The role is based in Suffolk, VA with hybrid work options, serving as the principal contractor technical advisor on cloud architecture and security for the Joint Staff J7 division.

The ideal candidate will have 5+ years of hands-on Azure cloud design/management, DoD clearance, and proficiency with IaC tools like Terraform,

Qualifications

• U.S. Citizenship required.
• Active Secret level clearance required.
• Bachelor’s degree in Computer Science, Systems Engineering, or related field, plus 8+ years of progressive engineering experience (or Master’s degree with 6+ years).
• 5+ years of hands-on experience designing and managing cloud infrastructure in Microsoft Azure (minimum 2+ years in Azure Government / DoD IL4-IL6).
• Proven proficiency authoring production-grade IaC using Terraform, Azure Bicep, or ARM templates.
• Experience with Azure Networking components (VNet, NSG, ExpressRoute/VPN, Azure Firewall).
• Current DoD 8570/8140 IAT Level II or III baseline certification (e.g., Security+ CE, CASP+ CE, or CISSP)

This position is based in Suffolk, VA (Joint Staff Complex) with hybrid work options. In this role, you will serve as the principal contractor technical advisor driving the migration of J7 simulation, training, and modeling federations into Microsoft Azure under the Joint Warfighting Cloud Capability (JWCC) contract vehicle.

Requirements

• U.S. Citizenship
• Active Secret level clearance
• Bachelor’s degree in Computer Science, Systems Engineering, or related technical field, plus 8+ years of progressive engineering experience (or Master’s degree with 6+ years).
• 5+ years of hands-on experience designing and managing cloud infrastructure in Microsoft Azure (minimum 2+ years in Azure Government / DoD IL4-IL6).
• Proven proficiency authoring production-grade IaC using Terraform, Azure Bicep, or ARM templates.
• Practical experience with Azure Virtual Networks, Network Security Groups, ExpressRoute/VPN gateways, and Azure Firewall.
• Current DoD 8570/8140 IAT Level II or III baseline certification (e.g., Security+ CE, CASP+ CE, or CISSP)
• Strong problem-solve skills and ability to troubleshoot complex issues
• Effective communication and collaboration skills

Preferred Qualifications

• Active Top Secret clearance with SCI eligibility.
• Microsoft Certified: Azure Solutions Architect Expert, Azure DevOps Engineer Expert, or Azure Security Engineer Associate.
• Prior direct experience designing or migrating workloads under the Joint Warfighting Cloud Capability (JWCC) contract vehicle.
• Familiarity with Joint Staff J7 training missions, the Joint Training Enterprise (JTE), or legacy Joint Live, Virtual, and Constructive (JLVC) federation architectures.
• Hands-on experience with Azure Kubernetes Service (AKS), container security scanning, and modern microservices architecture
• Experience working directly with cross-functional teams and government stakeholders to align technical development with mission requirements.
• Strong technical documentation, briefing, and reporting experience
