Job summary

The NYC Department of Social Services is seeking an IT Infrastructure Engineer to function as a Cloud Infrastructure Engineer. You will design AWS and Azure landing zones, establish secure, scalable environments for DSS workloads, and build IaC with Terraform, CloudFormation, ARM, or Bicep.

You will collaborate with security teams, review designs for governance, monitor cloud platform health, and provide guidance on migration and operational procedures.

Qualifications

• Bachelor’s degree in computer science, engineering or related field is required with 4+ years of related IT infrastructure experience.
• Experience designing and operating AWS/Azure enterprise environments with landing zones, subscriptions, governance, and hybrid connectivity preferred.
• Hands-on with Terraform and cloud automation frameworks like CloudFormation, ARM, or Bicep.

Responsibilities

• Design AWS and Azure landing zones, account structures, network segmentation, and shared cloud services to support DSS workloads.
• Develop cloud network architecture including VNet, routing, firewalls, VPNs, ExpressRoute, Direct Connect, and DNS for hybrid connectivity.

Job description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

Information Technology Services (ITS) is recruiting for one (1) IT Infrastructure Engineer to function as a Cloud Infrastructure Engineer who will:

• Design AWS and Azure landing zones, account and subscription structures, network segmentation, connectivity patterns, and shared cloud services in order to provide secure, scalable environments for DSS workloads.
• Develop cloud network architecture, including virtual networks, routing, firewalls, VPNs, ExpressRoute, Direct Connect, DNS, and hybrid connectivity required to support migration from on-premises data centers.
• Build and maintain Infrastructure as Code using tools such as Terraform, CloudFormation, ARM, or Bicep in order to automate repeatable provisioning of cloud environments and reduce manual configuration errors.
• Develop cloud network architecture, including virtual networks, routing, firewalls, VPNs, ExpressRoute, Direct Connect, DNS, and hybrid connectivity required to support migration from on-premises data centers.
• Collaborate with Cyber Command, OTI, and internal security teams to design cloud security architecture, baseline controls, vulnerability remediation processes, encryption patterns, and compliance requirements.
• Review cloud designs and change requests for alignment with security, operational, resiliency, and governance standards before implementation.
• Monitor cloud platform health, performance, capacity, availability, and operational metrics using cloud-native and enterprise monitoring platforms.
• Provide technical guidance to project teams and support staff on cloud infrastructure standards, migration processes, and operational procedures.

Minimum Qualifications

• A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
• A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
• Education and/or experience which is equivalent to "1" or "2" above.

Preferred Skills

• Experience designing and operating AWS and Azure enterprise environments, including landing zones, subscriptions/accounts, shared services, and cloud governance. - Experience with AWS Solutions Architect Professional-level concepts and Microsoft Azure Solutions Architect-level concepts. - Hands-on experience with Terraform and one or more native cloud automation frameworks such as CloudFormation, ARM, or Bicep. - Strong knowledge of hybrid networking, virtual networks, routing, firewalls, VPNs, ExpressRoute, Direct Connect, DNS, and identity integration. - Experience with Windows and Linux administration, cloud storage, Kubernetes, backup, disaster recovery, security hardening, and cloud monitoring platforms.
