Clinical Services Manager

Rogers Behavioral Health

The Clinical Services Manager coordinates the various disciplines and leads the delivery of all aspects of the clinical services. They are responsible for the overall management of assigned treatment programs, including assessing staff performance, scheduling, performance improvement, clinical supervision, and treatment planning. The Clinical Services Manager performs activities in the continuity of care for patients so that they may achieve or regain, and then maintain, maximum physical, emotional, and/or social functions.

Operations Management

• Oversee daily operations, including staffing, scheduling, resource allocation, and quality improvement initiatives.
• Develop and maintain relationships with property management and other external vendors for general maintenance and lease compliance.
• Manage budget, staff-to-patient demand, monitor financial performance, and ensure operational efficiency.

Clinical Oversight

• Provide clinical oversight of the program, including documented supervision of direct care staff to ensure competence in delivering the clinical model and adherence to clinical standards and best practices.
• Develop and provide clinical training to support empirically supported interventions.
• Collaborate with clinical teams to develop and implement patient care plans.
• Facilitate the clinical program conceptualization and delivery with the medical director(s) and managers of other departments.
• May be required to carry a clinical caseload.
• Recruit and maintain a masters-level internship program within the department, program, or clinic.

Quality Assurance

• Implement and maintain quality improvement practices to measure and improve patient outcomes.
• Contribute to the development and implementation of the organization’s strategic plan.

Staff Oversight and Development

• Execute workforce functions including hiring and training employees, performance management, staff development, individual and team communications, assigning work, and holding the team accountable to department and system standards.

Regulatory Compliance

• Ensure compliance with all relevant state and federal regulations.
• Maintain a working knowledge of state supervision requirements for licensure and discipline-specific requirements (e.g., counseling, social work).
• Assist in investigation, resolution, and execution of action plans related to incidents, complaints, or grievances.
• Meet with patients/families to resolve concerns, address complaints, and answer questions; advocate for care issues and resource access.
• Maintain awareness of and compliance with all life‑safety drills and tasks.
• Build and maintain a high‑performing team through effective leadership and mentorship.

Stakeholder Management

• Build and maintain relationships with external stakeholders, including payers, community partners, and regulatory agencies.
• Optimize capacity by working with outreach and the leadership team to identify opportunities to meet community needs.

Duties Specific to the Oversight of a Clinical Service Track

• The Clinical Services Manager is accountable for all aspects of service delivery, education, and research activities related to a specific product line.
• Work through the strategic planning process to identify goals and objectives for the applicable product line.
• Ensure program implementation, including design, development, service delivery, and outcome analysis, occurs in accordance with applicable regulations.
• Collaborate with fellow leadership across various levels of care to guarantee patient care and service delivery align with organizational standards.
• Engage in marketing and outreach activities to ensure service awareness in target markets.
• Monitor clinical, quality, and patient‑care outcomes and report findings to the Executive Director of Clinical Services.
• Annually and as needed, evaluate objectives for applicable programming based on new market or regulatory information and participate in planning responses to changing needs or requirements.

Education / Training Requirements

• Prior DBT experience in a clinical setting is highly recommended.
• Master’s degree in social services or a related field and an active clinical license (LCSW, LMFT, LPC) issued by the State of Wisconsin Department of Safety and Professional Services.
• A minimum of two years’ experience in a supervisory/management role in mental health is required.
• A minimum of two years’ training/experience in DBT is required.
• Comprehensive knowledge of social service administration, supervision, consultation, community resources, human growth dynamics, and therapy skills for all age groups.
• American Heart Association CPR certification is required within 30 days of hire, with annual re‑certification.
• Formal training in the management of aggressive/dysregulated patients (NCI) required within 60 days of hire, with annual re‑certification.
