Qualifications

  • 5–7+ years in procurement, sourcing, contract management or related field in biotech/pharma.
  • Experience managing complex clinical vendor categories (CROs, labs, tech providers).
  • Strong knowledge of study-level contracting workflows and start-up timelines.
  • Experience developing vendor budgets, validating specs, and evaluating pricing.
  • Proven ability to negotiate pricing, scope and terms within MSAs.

Position Summary

Our client, a leading biotechnology company, is seeking a Clinical Program Sourcing & Contract Management (CPSCM) Manager to lead end-to-end, study-level contracting activities for complex clinical vendor categories supporting global Phase I–IV clinical trials. This role will serve as the contracting lead for high-value service areas including CROs, central laboratories, clinical technology providers, and other clinical service categories. The Manager will partner closely with Clinical Operations, Category Management, Finance, and Legal to develop vendor budgets, negotiate commercial terms, execute contracts, and ensure compliant and timely contracting outcomes.

Responsibilities
  • Lead the end-to-end specification collection process with Clinical Trial Leads and Study Management Teams for complex clinical vendor categories.
  • Review and validate study specifications to ensure alignment with protocol and operational requirements.
  • Develop detailed vendor budgets with preferred vendors and ensure alignment with scope, assumptions, and established pricing frameworks.
  • Conduct pricing comparisons and evaluate cost drivers, service models, and operational considerations.
  • Identify and eliminate duplicate scope while ensuring deliverables align with existing Master Service Agreements (MSAs).
  • Partner with Clinical Operations to manage scope changes and incorporate updates into budgets and contracts.
  • Negotiate scope, assumptions, pricing adjustments, and contractual language within established MSA frameworks.
  • Draft, review, and finalize Statements of Work (SOWs), amendments, change orders, and closeout agreements.
  • Drive vendors to meet established contracting timelines and operational milestones.
  • Ensure contracts comply with ICH GCP standards, internal procurement policies, and regulatory requirements.
  • Maintain clear documentation and support audit and inspection readiness.
  • Ensure SOWs and amendments align with approved MSAs, rate cards, and pricing governance frameworks.
  • Apply Fair Market Value (FMV) methodologies and financial controls when evaluating vendor proposals.
  • Maintain accurate contracting documentation within required systems and repositories.
  • Partner with Category Management to identify recurring pricing, scope, and vendor performance trends.
Qualifications
  • 5–7+ years of experience in procurement, sourcing, contract management, or a related field within biotech, pharmaceutical, or another regulated industry.
  • Demonstrated experience managing complex clinical vendor categories, including CROs, central laboratories, or clinical technology providers.
  • Strong experience with clinical trial contracting and study-level vendor management.
  • Experience developing vendor budgets, validating specifications, and evaluating pricing.
  • Proven ability to negotiate pricing, scope, and contractual terms within established MSA frameworks.
  • Strong understanding of end-to-end clinical trial contracting workflows and study start-up timelines.
  • Experience with SOWs, amendments, change orders, and contract closeout activities.
  • Strong commercial acumen with the ability to identify pricing discrepancies, duplicate scope, and contract risk.
  • Experience working within procurement policies, GCP requirements, and regulatory compliance standards.
  • Ability to manage multiple complex contracts and competing timelines simultaneously.
  • Strong cross-functional stakeholder management and communication skills.
  • Bachelor's degree in Business, Life Sciences, or a related field required.
  • Advanced degree, legal/contracting background, and/or procurement certification such as CPSM or C.P.M. is a plus.
