Clinical Director, Secure and Respite Programs

Job Overview
Location: Greg Lowe Building, SE Portland
Schedule: Monday through Friday, typically 8:30 a.m. to 5:00 p.m.
Programs: Secure Residential and Respite

The Director, Clinical Programs provides clinical oversight within assigned program area. This position includes integrated health model implementation, business development and growth, establishing and maintaining community partnerships, and operations, performance management, financial planning and budgets, program oversight, risk management, and quality improvement for assigned programs.

About the Programs

Cascadia's Secure Residential and Respite programs provide supportive residential services for adults experiencing significant mental health challenges.

Secure Residential offers psychiatric treatment, personal care, skills training, and case management in a structured environment focused on safety, stabilization, and preparing residents for greater independence.

Respite provides short-term, voluntary support in a safe, welcoming setting where individuals can stabilize, receive on-site assistance, and take a break from stressors impacting their mental health.

Essential Duties

General Oversee and coordinate daily clinical operations, manage assigned budgets, and allocate resources effectively to meet organizational goals.

Identify and direct quality improvement activities routinely within programs, and across program lines as determined by clinical leadership.

Provide strategic direction and clinical guidance to staff, ensuring high-quality, evidence-based patient care.

Collaborate with other internal and external stakeholders to ensure integration of clinical services.

Ensure program meets the benchmarks outlined in contract, grant or funding stream(s) as well as in alignment with Cascadia's strategic goals and objectives.

Assist in establishing clinically excellent treatment approaches and assessing client outcomes.

Develop procedures and systems in support of the program goals, objectives, and mission.

Assist and respond to requests for proposals, requests for new services and other growth opportunities, as well as develop and seek out opportunities to promote Cascadia's services.

Attend key community meetings including provider meetings.

Provide support and training for program leadership and staff to fully operationalize the treatment model.

Apply Feedback Informed Treatment (FIT) practices as part of service delivery team and in alignment with Cascadia and program's current level of FIT implementation.

Regulatory & Compliance

Comply with laws, regulations, policies, and procedures under which the program and organization operates.

Assist in crisis situations as appropriate; follow protocols and procedures in coordination with the treatment team.

Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.

Maintain accurate and up-to-date documentation that ensures compliance with all agency policies and procedures and local, state, and federal regulations, and billing requirements.

Understand safety regulations and evacuation procedures; participate in regular safety drills in compliance with program policies and procedures.

Complete assigned employee training in compliance with program and company requirements.

Provide guidance, support, and training to other staff in alignment with company mission and values.

Participate in all scheduled staff meetings, supervision sessions, and other departmental and company meetings.

Adhere to mandatory abuse reporting laws and HIPAA requirements.

Supervisory Oversight

In collaboration with program leadership, determine staffing requirements, recruit, hire, and train staff in a manner that supports Cascadia's mission and maintains strategic growth.

Facilitate multidisciplinary staff meetings and training with program to discuss safety concerns, crisis management, complex client needs and risks and critical incidents.

Ensure completion of personal and team documentation as required by assigned programs.

Establish work plans and priorities for staff members, assess the progress of staff members.

Ensure completion of administrative tasks per organizational policies and procedures.

Provide consistent supervision and support for direct reports.

Promote and ensure completion of annual training requirements.

Demonstrate commitment to continuing professional development.

Take the initiative in thought leadership, innovation, and creativity.

Create, model, and maintain a work culture that supports Cascadia's Values.

Attend and participate in all meetings assigned, including but not limited to staff and team meetings, consultations with staff, individual and group supervision.

Qualifications

• Education: Required: Master's Degree in a behavioral science field from an accredited college or university.
• Must demonstrate the competencies as outlined in the Oregon Administrative Rule's (OAR) to become credentialed as a Qualified Mental Health Professional (QMHP).
• Experience: Required Minimum eight years of experience in community mental health or related field.
• Specialized Knowledge, Skills, and Abilities: Understand the unique clinical needs of individuals served. Understand the recovery model, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based philosophies and strategies. Understand and align with harm reduction philosophies and trauma-informed care. Expert level written and verbal communication skills Demonstrated proactive approaches to collaboration and problem-solving to meet deadlines Operate computer hardware and software at a level needed to effectively perform job functions. Highly resourceful team-player, with the ability to also be extremely effective independently.
• Other: Possess a valid driver's license, one-year driving history, clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course. Ability to perform CPR, First Aid, and effectively use AED equipment. CPR/ First Aid certifications are required and must remain current.

Working Conditions

Work is performed in the community, in clinic environments, and participants' home.
