The scope of the written exam will be multiple-choice questions, covering general clerical skills: language skills – including grammar, spelling, vocabulary, punctuation and basic math; customer service skills; and computer skills – including Microsoft Word and Excel. A passing score of 70% is required to be included on the Eligibility List. In the event of a tie score, priority in ranking is determined by the date and time the application is received.

Civil Service Commission Under general supervision, this role performs a variety of administrative clerical responsibilities such as word processing, data entry and customer service, in support of their department. Some limited supervision of Clerk I staff or others, may be included.

  • Provides competent service, in person, through telephone, two-way radio, or computer messaging, to internal and/or external customers in order to provide information and responds to questions. Maintains constructive relationships with other City employees, residents and external vendors. May handle confidential data.
  • Processes accurate and presentable correspondence, documents, reports, records, specifications, forms, etc. utilizing various office machines such as computers, scanners, fax machines, copiers, two-way radios, telephones, etc. Orders office supplies for department. Participates in meetings, seminars, events, etc. as appropriate.
  • Compiles, packages and enter various kinds of numerical and textual data – including but not limited to financial data - into a computerized systems. Generates regular reports from the database and provides summary data, as required. Participates in gathering and entering data for annual budgeting process.
  • Assists with the competitive bid process including bid advertisements, and collating contract documents. Purchase order entry/payment, completion of claim vouchers, contract pay requests, budget reports, budget transfers, and travel documents, etc. compliant with City Finance Policies.
  • Processes personnel and payroll timecards and records accurately and efficiently to assure proper payments to employees. Assists in processing paperwork for employee rate increases based on union contracts. Prepares reports periodically as requested.
  • Processes permits/licenses including collection of monies, and keep accurate listing as necessary.
  • Maintains accurate and efficient filing system. Assist with records disposal process. Stores and retrieves materials, records and supplies in and from various building locations including upper or lower levels.
  • Effectively coordinates and monitors the work of Clerk I's, or others, as required. Fills in for other Clerks, as applicable; validates their work, as required. Provides training on the job.
  • May be required to drive to other locations in tri-state area to collect information or deliver reports and materials.
  • Performs all duties in a safe manner and in compliance with all applicable Federal, State and local rules and regulations.
  • Management of department budgets, invoicing, Purchase Order’s, cash handling, contracting, Capital Improvement Projects, credit cards, wholesale accounts and more.
  • Financial and other reporting on a regular cadence, and as needed.
  • Utilization of multiple platforms
  • Assist with staff time and attendance management, travel authorizations, asset tags, and various licensing requirements.
  • Assist with board and commissions (agendas / minutes).
  • Assist with OPRA Accreditation and other department-wide projects.
  • Other general office and department duties.

Effective interpersonal service and oral and written communication skills; basic computer literacy with word processing and spreadsheet skills and experience; high school diploma or GED; knowledge of proper English grammar, punctuation, and spelling; knowledge of contemporary office procedures; typing efficiency of 40 wpm; appropriate discretion to handle confidential data. Valid driver's license required. This is generally a promotional position.Light physical activity is required to walk, sit, climb, balance, stoop, kneel, crouch, push, pull, lift, finger, grasp and feel. Requires regular use of hands and feet to operate objects, tools or controls, and reach with hands and arms, often with repetitive motion. Maximum unassisted lift is 20 lbs. Frequently required to stand, talk and hear. Requires ability to communicate verbally in person, via telephone, radio and internet. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. May require travel by car/truck and driving to distant sites. The employee is required to have close visual activity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to eyes. In addition, they must have the visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
